HomeMy WebLinkAbout15 TDPUD Water Cross-Connection Control ProgramAgendaItem#15kTRUCKEEDONNERPublicUtilistcJWORKSHOPTo:BoardofDirectorsFrom:BrianWrightDate:October16,2019Subject:ReviewoftheTDPUDWaterUtilityCross-ConnectionControlProgram___1.WHYTHISMATTERISBEFORETHEBOARDThisworkshopitemisforreviewofwatersuppliercross-connectioncontrolprogramsrequiredbytheCaliforniaStateWaterResourcesControlBoard(SWRCB).2.HISTORYCross-connectioncontrolandbackflowpreventionistheefforttocontrolinterconnectionsbetweendrinkingwatersuppliesandnon-potablesubstancesorsources.Non-potablesubstancesandcontaminantscanbeintroducedtopublicdrinkingwatersystemsfrommanydifferentsources,includingcommercialorindustrialfacilities,landscapeirrigationactivities,fireprotectionsystems,andresidentialhouseholdactivities.Whilecross-connectioncontrolprogramshavebeenapartofwaterandhealthagencyprogramsfordecades,recentchangesinplumbingandfirecodeshavehadanimpactonthenumberofbackflowpreventionassembliestobemanagedthroughoutpublicwaterdistributionsystems.Inordertoinsurethesafetyofthepublic,theStateofCaliforniahasplacedtheresponsibilityofprotectingdrinkingwatersuppliesuponthewatersupplier.Title17,CaliforniaCodeofRegulations,Section7584definestheresponsibilityandscopeoftheprogramtobemanagedbythewatersupplier.Theresponsibilityandscopeofthecross-connectioncontrolprogramsmustincludethefollowingcomponents:.Adoptionofoperatingrulesandordinances;.Conductsitesurveysandevaluationofhazards;.Provisionofbackilowprotectionstandards;.Provisionoftrainedpersonneltocarryoutcross-connectioncontrolprogram;.Establishproceduresforbackflowpreventionassemblytesting;and.Maintenanceofrecords.3.NEWINFORMATIONThisworkshopitemwillprovideaninformativeoverviewofcross-connectioncontrolprogramrequirementsintheStateofCalifornia.Includedintheoverviewwillbeahighlevelreviewofthetypeofcross-connectionhazards,thepreventionassembliesapprovedforvarioushazards,anoutlineofwatersupplierandpropertyownerresponsibilities,regulatorycompliancerequirementswithintheStateofCalifornia,andspecificchallengesassociatedwithlocalclimateandconstructionstandards.
TheworkshopwillprovidevaluableinformationinpreparationforaplannedreviewoftheCross-ConnectionControlProgramcurrentlymanagedbytheDistrictandthepotentialmodificationstoaccountfortheimpactonoperationsduetoexpansionoftheprogram.4.FISCALIMPACTThereisnodirectfiscalimpactassociatedwiththisitem.5.RECOMMENDATIONReceivethisreportandprovidefeedbacktoStaff.fr2MichaelD.HolleyGeneralManagerIWaterUtilityDirector
