RatesAgendaItem#8IPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:ReginaWiseDate:October16,2019Subject:ConsiderationofApprovingFY20WaterRates1.WHYTHISMATTERISBEFORETHEBOARDDistrictOrdinance2015-01wasBoardapprovedonAugust19,2015,settingmaximumwaterrateincreasesforFY16throughFY20.PertheBoard’sdirection,allannualadjustmentswillbereviewedbytheBoardofDirectorspriortoimplementation.2.HISTORYIn2015,theDistrictcontractedwithHDREngineeringtoupdatetheprior2013WaterRateStudy.The2015WaterRateStudyresultswereconsistentwiththe2013WaterRateStudyconfirmingtheDistrictwouldneedtoannuallyraiseratesinordertocompletecapitalprojectsandmaintainadequateoperatingcashandreservebalances.TheWaterUtilityreservegoalswererevisedperBoardapprovalonMarch6,2019tobeasfollows:.WaterGeneralFundshouldhaveacashreserveequaltoonehalfoftheannualbudgetedoperatingexpenses,excludingdepreciation;.WaterCapitalReserveFundshouldbearevolvingwatercapitalreservefundequaltotheaverageannualbudgetforcapitalreplacement;and.TheWaterUtilityshallmaintainaBoardrestrictedOperatingReserveFundtitledDeferredLiability.Theintentofthefundistoprovidereservesforunfundedliabiliteissuchaspensioncosts.Thereservegoalshallbe3.NEWINFORMATIONincompilingtheFY20andFY21Budgettheabovereservegoalsresultinatotaloperatingcashandreservegoalofapproximately$9.9millionattheendofFY21,withactualcashandreservegoalsprojectingtobejustunder$7.0million.ThisdeficitassumesthattheBoardapprovesthemaximumrateincreaseof3%forFY20perOrdinance2015-01(Attachment1).FY20revenueisforecasttoincreaseapproximately$388,000basedonthe3%rateincreaserepresentedinOrdinance2015-01.ThisincreasehasbeenincludedintheFY20BudgetandtheTenYearFinancialMasterPlanassumptions.The3%FY20increasewillcontinuetobeappliedtoinfrastructureimprovementsandpumpstationmaintenanceasoutlinedintheWaterDepartmentCapitalImprovement Plan.Staffdoesnotrecommendutilizingadditionalfundingfromthereserves,theWaterUtilityreservesaspreviouslystatedareprojectedtoremainbelowthereservegoallevelssetbytheBoard.4.FISCALIMPACTFY20ratesasdescribedinOrdinance2015-01willincreasetheDistrict’swaterrevenuebyapproximately$388,000.ThisincreaseisincludedinthedraftFY20andFY21Budget,andisanassumptionintheTenYearFinancialMasterPlan.5.RECOMMENDATIONDirectstafftoimplementtheFY20waterratesaslistedinOrdinance2015-01.::CLReginaWiseMichaelD.HolleyFinance&AccountingManagerGeneralManager Section3.ItistheDistrict’sgoalthatallcustomersareequippedwithawatermeterandbilledvolumetricallybasedupontheirusage.ItistheDistrict’sintenttohavewatermetersinstalledonallcustomers’waterservices.However,circumstancesmayexistwherebyacustomerrefusestoundertakethenecessaryactionsorimprovementstoallowthatcustomertobebilledonavolumetricbasis.Inthosecases,thecustomershallbesubjecttoanon-conformingbulkrate”andshallbechargedamonthlybillforservicebasedonthebasecharge,commoditychargeandpumpzonechargecorrespondingtothatcustomer’slocationandclass(residentialorcommercial).Fordeterminingthecommoditychargeandpumpzonechargethecustomershallbechargedavolumeequaltotheg0thpercentileofusageforallcustomerswiththesamecustomerclassandmetersize.Thisdeterminationofthe90thpercentileshalloccurannuallyinJanuaryandshallbebaseduponthemeteredusagedataforthepriorcalendaryear.Section4IfnoprotestismadepursuanttoPublicUtilitiesCodeSection16078,thenthetermsofthisordinanceshallbeeffectivethirtydaysafteradoptionbytheboardofdirectorsoftheDistrict.Section5TheClerkoftheDistrictshallimmediatelycauseacopyofthisordinancetobepublishedinanewspaperofgeneralcirculationandpostedinthreeplaceswithintheDistrict.Section6.TheprovisionsofotherOrdinancesshallremainineffecttotheextentthattheydonotconflictwiththisordinance.PASSEDANDADOPTEDbytheBoardofDirectorsoftheTruckeeDonnerPublicUtilityDistrictatameetingdulycalledandheldwithintheDistrictontheIgthdayofAugust,2015bythefollowingrollcallvote:AYES:Directors:Aguera,Bender,Laliotis,WarmerdamandPresidentEllisNOES:NoneABSENT:NoneTRUCKEEDONNERPUBLICUTILITYDISTRICTByJJt2BobEllis,PresidentoftheBoardATTEST:MichaelD.Holley,CIerkfTheBoardOrdinance2015-013
