HomeMy WebLinkAbout7 Ad Hoc Committee RecomendationAgendaItem#7kTRUCKEEDONNERPublicUtilityDistrictACTIONTo:BoardofDirectorsFrom:MichaelD.HolleyDate:November20,2019Subject:ConsiderationforApprovaloftheSelectionofPeckhamandMcKenneyExecutiveSearchfortheRecruitmentoftheNewGeneralManager1.WHYTHISMATTERISBEFORETHEBOARDRecommendationsbytheGeneralManager’sTransitionandSuccessionAdHocCommitteerequireapprovalbytheBoard.2.HISTORYMichaelHolley,theDistrict’sGeneralManagerhasannouncedhisintentiontoretireattheendofJuly,2020.OnMay1,2019,inpreparationforhisretirementandtherecruitmentoftheDistrict’snextGeneralManager,theBoardapprovedaprofessionalservicescontractwithPamelaHurtAssociatestofacilitatetransitionandsuccessionplanning.Additionally,theBoardappointedDirectorLaliotisandDirectorFinntoserveasmembersoftheGeneralManagerSuccessionAdHocCommittee.JoeHorvath,ElectricUtilityDirectorandBrianWright,AssistantWaterUtilityDirectorwerenominatedtorepresentstafftotheAdHocCommittee.Overthecourseof15meetingsandmorethan30hoursofcollaborativework,theAdHocCommittee,withconsultationfromPamHobdayofPamelaHurtAssociates,andinputfromDistrict’sExecutiveLeadershipTeam,staffandmanyofthecommunitymembersofTruckee,identifiedandprioritizedcoreskillsetcompetenciestobeutilizedinthedevelopmentofthenewGeneralManagerjobdescription,positionprofile,candidaterecruitmentandinterviewquestions.Throughthiscollaborativeprocess,theAdHocCommitteeidentified23skillsetcompetencies,ofwhich5“hardskillsets”and6“culturalskillsets”havebeenprioritized.AttheOctober2,2019Boardmeeting,theseskillsetcompetencieswerepresentedtotheBoardforinputanddiscussion.3.NEWINFORMATIONOnSeptember23,2019,theDistrictpubliclyadvertisedaRequestforProposalfromExecutiveSearchFirmsfortherecruitmentoftheDistrict’snextGeneralManagerwithasubmittaldeadlineof4:30p.m.onOctober21,2019.TheDistrictreceived9proposalsfromqualifiedexecutivesearchfirms.Followingahighlevelreviewofeachofthefirm’sbackorounds.exn9rienc.Dronosedtimelineandm9thodoloaies.theAd
.-.•--“ci-,I-,......-.---HocCommitteeidentified7executivesearchfirmstobeinterviewed.Interviewsofthefollowing7executivesearchfirmswereheldonNovember5,7,and13th:ExecutiveSearthFirmLOcationPeckhamandMcKenneyRoseville,CAKornFerryLosAngeles,CACPSHRSacramento,CAAveryAssociatesLosGatos,CARalphAndersenandAssociatesRocklin,CASlavinManagementConsultantsNorcross,GAKoffandAssociatesBerkley,CADuringtheinterviews,eachofthe7executivesearchfirmswerescoredbaseduponthefollowingcriteria:.Firmbackgroundandexperience;.Recruitmentmethodologiesandservicesprovided;and.Uniqueregionalconsiderations.Followingreviewofeachofthefirm’sfinalscoresanddeliberation,theAdHocCommitteearrivedattheunanimousdecisiontobringtotheBoardarecommendationtoapprovethesectionofPeckhamandMcKenneyExecutiveSearchtoprovideprofessionalexecutiverecruitingservicesfortheDistrict’sGeneralManagerTransitionandSuccessionPlan.4.FISCALIMPACTFollowingtheapprovaloftheAdHocCommittee’sexecutivesearchfirmrecommendation,theDistrictwillnegotiateaprofessionalservicescontractincludingservicesandfeestobepresentedtotheBoardforapprovalatafuturemeeting.5.RECOMMENDATIONApprovetheGeneralManagerTransitionandSuccessionAdHocCommittee’srecommendationofPeckhamandMcKenneyExecutiveSearchtoprovideprofessionalexecutiverecruitingservicesfortherecruitmentoftheDistrict’snewfrzMichaelD.HolleyGeneralManager
