AqendaItem#r10TRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:StevenPonceletDate:December04,2019Subject:ConsiderationofaContractwithGElConsultantsforHydrogeologicConsultingServices1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYTheDistricthasalonghistoryofstewardshipandcollaborationinmanagingwaterresources.Amajortenantoflocalwaterresourcemanagementhasbeentousethebestavailablesciencetoinformthedecisionmakingprocess.ThishasresultedindecadesofmonitoringandscientificstudyincludingtheDesertResearchInstitute’sMartisValleygroundwatermodel/reportaspartoftheFederalTruckeeRiverBasinStudy.ThiseffortwassupportedbytheDistrict,NorthstarCommunityServicesDistrict-NCSD,andPlacerCountyWaterAgency-PCWA(LocalWaterAgencies)andwasakeycomponentofthecollaborativelyadopted2013MarlisValleyGroundwaterManagementPlan(GMP).In2014,CaliforniapassedintolawtheSustainableGroundwaterManagementAct(SGMA)whichappliedtoallMediumandhigherPrioritybasins(MartisValleywasatthetimedesignatedMediumPriority).This,ineffect,puttheimplementationofthe2013GMPonhold.TheDistrict,PCWA,NCSD,TownofTruckee,NevadaCountyandPlacerCounty(localSGMAagencies)intheMartisValleyGroundwaterBasin(MVGB)putforthanAlternativeSubmittalinDecember,2016incomplianceSGMA.ThelocalSGMAagencieshiredalicensedengineeringfirm(GElConsultants)tocertifytheMVGBAlternativeSubmittal.TheAlternativeSubmittalandsupportingGElreportdocumentthattheMVGBhasoperatedwithinitssustainableyieldforatleast25years.TheMVGBAlternativeSubmittalwassubmittedinDecember,2016.Subsequently,inAprilof2017,afirst-yearSGMAAnnualReportwassubmittedwhiletheon-goingreviewbytheCaliforniaDepartmentofWaterResources(DWR)oftheAlternativeSubmittalcontinued.Inearly2019,whileAlternativeSubmittalreviewstillcontinued,DWRwasrequiredtoreviewbasinprioritization.TheMVGBwasinitiallyagainprioritizedMediumbut,upon%-,-j4krMAIIDk,4kfAAFA!rD 1tvIwdilUtiiyytiiitiicWILIIUVVrUyCIltIULdIIVfrdyII(It,LIIIVIVDWdi1t-prioritizedto‘VeryLow’andwasnolongerrequiredtocomplywithSGMA.ThelocalSGMAagenciesagreedtoformallywithdrawtheAlternativeSubmittalfromDWRconsiderationandtogobacktothe2013MartisValleyGMPframework,includingreconveningtheStakeholderWorkingGroupwhichwasactiveinthedevelopmentoftheplan.ItisbelievedthatthislocalGMPframeworkisamuchmoreeffectiveandefficientprocesstomanagegroundwaterresourcesthantheheavyhandofSGMAregulation.3.NEWINFORMATIONThethreeLocalWaterAgenciesworkedwithourlocalpartnerstodevelopaplantogobacktotheGMPframework.ThisincludedupdatingtheStakeholderWorkingGrouplisttoreflectthelocalagenciesorgroupswithdirectinterestinMartisValleygroundwaterresources.Ingeneral,thestakeholdersfallintothreecategories:localpublicagencies;majorwaterusers/pumpers;andlocalnon-profits/interestgroup.AGMPStakeholderWorkingGroupkick-offmeetingwasheldonOctober3,2019wherethethreeLocalWaterAgenciesreviewedthe2013MartisValleyGMPandthekeymeetingsandactionsthatwouldoccurgoingforward.Thisincludesanannualreporttrackingtheperformanceandlong-termsustainabilityofthegroundwaterbasinalongwithanupdatetotheGMPeveryfiveyears.GiventhesignificantamountofworkandreportingduringtheSGMAAlternativeSubmittal,itwasagreedthatthestartoftheGMPwouldnowbe2019.ItwasalsoagreedthatfirstGMPannualreportwouldcoverthepasttwowateryears(October-September2017/2018and2018/2019)whichwouldprovidecontinuityfromthelastSGMAannualreport.ThisGMPannualreportisproposedtobeconductedoverthewintermonthswiththeannualStakeholderWorkingGroupmeetingintheSpringtoreviewtheresults.TheLocalWaterAgenciessolicitedaproposalfromGElConsultantswhohadpreviouslydoneworkintheMartisValleyonsustainableyield,theSGMAAlternativeSubmittal,andtheSGMAAnnualReport.GElConsultantsisveryfamiliarwithboththeMartisValleyandtheLocalWaterAgencies.GElConsultant’sproposalfortheMartisValleyGMPAnnualReportis$21,000whichwillbesplitequallyamongsthethreeLocalWaterAgencies.4.FISCALIMPACTTheproposalfromGElConsultantsfortheMartisValleyGMPAnnualReportisfor$21,000.Thiswouldbesplitequally($7,000each.)betweentheDistrict,NCSD,andPCWA.ThisItemisincludedinthecurrentFY19BudgetandtheBoardadoptedFY20Budget. 5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractwithGElConsultantsfortheMartisValleyGMPAnnualReport,inanamountof$21,000plusa10%changeorderauthorizationof$2,100foratotalnottoexceedcontractamountof$23,100.,/I,,‘_/oStevenPonceletMichaelD.HolleyPublicInformation&StrategicAffairsDirectoGeneralManager
