HomeMy WebLinkAbout11 Final Completion 2019 Water Meter RadioA endaltem#11 a B • CONSENT To:Board of Directors From:Neil Kaufman Date:December 04,2019 Subject:Final Completion of the Water Meter Radio Transmitter Replacement-201 9 Project 1.WHY THIS MATTER IS BEFORE THE BOARD The Water Meter Radio Transmitter Replacement-2019 project is complete.A resolution accepting the project as complete requires Board approval. 2.HISTORY In July 2019,the Board awarded the contract for the Water Meter Radio Transmitte, Replacement-2019 project to Concord Utility Services of Murrieta,California.The project involved replacement of about 3,000 water meter transmitter units (MTU5) throughout the District. The bid price was $189,950 for the replacement of 3,100 MTUs.The Board also established a ten percent change order allowance of $19,050,for a total authorization not to exceed $209,000. 3.NEW INFORMATION Concord began the preliminary work involving database interfaces and work order management in August.The field work started in September 2019,and was essentially completed by the end of October.Some final punch-list work was completed in the middle of November. Concord replaced 2,988 MTUs during the project.The District had originally identified about 3,100 MTUs as needing replacement,but some of the 3,100 were replaced by Water Department field crews in order to accommodate account transfers and other requests from the Customer Service Department. With completion of the Concord work,there are about 1,700 MTUs that are not currently transmitting.The Water Department has about 200 new MTUs remaining in the warehouse and expects to install these units this year in order to accommodate additional account transfers. There are about 4,600 MTU5 remaining from the initial system deployment in 2009 and 2010.This includes the cireat maioritv of the 1.700 currently dead units noted above.Additional MTU failures will occur during the upcoming winter and it expected that all of these units will need to be replaced over the next two summers (2020 & 2021).It is likely that this MTU replacement work will require an outside contractor and the Water Department is planning to bid another MTU replacement contract in the late spring/early summer of 2020. The lead time for obtaining new MTUs is about 6-8 weeks and the Water Department has already been in contact with Aclara to obtain sufficient new MTUs for next year. 4.FISCAL IMPACT There were no change order requests on the project.The total amount due to Concord is $184,574.This amount is lower than the bid price of $189,950 and results from the reconciliation of bid quantities versus the actual quantities installed. 5.RECOMMENDATION Adopt Resolution 2019-27 accepting the Water Meter Radio Transmitte, Replacement-2019 project as complete and authorize the filing of the Notice of Completion. frz ~ Michael D.Holley General Manager /Water Utility Director TRUCKEE DONNER PubHc UtiHty District Resolution No.201 9-27 AUTHORIZING THE ACCEPTANCE OF THE WATER METER RADIO TRANSMITTER REPLACEMENT -2019 PROJECT AND DIRECTING FILING OF THE NOTICE OF COMPLETION WHEREAS,the Board of Directors of the Truckee Donner Public Utility District made the determination to undertake the Water Meter Radio Transmitter Replacement-2019 Project;and WHEREAS,Concord Utility Services,was selected by the District to perform the work;and WHEREAS,Concord Utility Services has completed all of the Work included in the Project;and NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows: 1.That the District hereby accepts the Water Meter Radio Transmitter Replacement-2019 Project. 2.That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion,a copy of which is attached hereto. 3.That 35 days following the filing of the Notice of Completion,the monies retained from the contractor payments be released to the contractor if no claims have been made to the District by material suppliers or laborers.
