RI I CONSENT To:Board of Directors From:Roe Vernon Date:December 04,2019 Subject:Consideration of Awarding a Bid for PLC-Based Remote Telemetry Units (RTUs) 1.WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for procurement over $15,000. 2.HISTORY At the May 02,2012 Board meeting,a workshop was presented to discuss the District’s existing Water System’s Supervisory Control and Data Acquisition (SCADA) system and the planned proposal for its replacement.At that time,it was presented that the existing Sandal-Avery SCADA was outdated. To date,staff has completed 100%of the SCADA back-end servers,and 56%of the water stations.Donner Lake,Gateway,Glenshire,Hirschdale,6170 Zone and the Ponderosa Palisades Hydro and most of Prosser Lakeview systems are completed. In 2020 staff anticipates completion of the bottom third of Tahoe Donner up to lnnsbruck. 3.NEW INFORMATION The next phase includes the upgrade of Sierra Meadows tank and booster as well as Tahoe Donner.This phase of the upgrade requires the purchase of nine Remote Telemetry Unit (RTU)cabinets and Programmable Logic Controllers (PLC),bringing these locations up to the latest technology and incorporating their operations into the existing new SCADA system.These new cabinets are compatib e with the existing cabinets and reflect the currently forecasted needs for automation functions as defined by the IT Master Plan. A Request for Bids for PLC-Based RTU Purchase 2019 was issued on November 1, 2019.The District advertised in the Sierra Sun on November 1,2019.Bids were opened on November 21,2019 at 2:00 P.M.The following two bids were received: Bidder Location Amount Responsive Relevant Solutions Modesto,CA $296,041 Yes George T.Hall Sparks,NV $155,400 Yes Staff has reviewed all bids for accuracy and compliance with District specifications and has determined George T.Hall to be the lowest responsive bidder. 4.FISCAL IMPACT Sufficient funds exist in the Water Utility’s adopted FY20 budget for this procurement. 5.RECOMMENDATION Authorize the General Manager to execute a contract with George T.Hall in an amount of $155,400 plus a 10%change order authorization for a total not to exceed contract amount of $170,940 plus tax.
