Consideration to Accept the November 6, 2018 Election Results
SPECIAL BUSINESS
1. WHY THIS MATTER IS BEFORE THE BOARD
District Board elections are held every two years, during even years, to elect the
Truckee Donner Public Utility District's Board of Directors.
2. HISTORY
On even years during the General Election, the District consolidates our elections with
Nevada and Placer Counties. The consolidation of elections is done to ensure
compliance with election law and provide cost saving measures for the rate payers.
In the spring of 2018, the Board approved resolutions to consolidate with the
respective counties. The District had two open seats; Paul Warmerdam and Tony
Laliotis
From July until August, perspective candidates pulled papers with the counties to run
for office. At that point, there were four candidates for the two positions. Both
incumbent filed for re-election in addition, Christa Finn and Kaveh Monsoor filed.
3. NEW INFORMATION
The Counties are required by election law to certify special district election results on
the Monday prior to the first Friday in December (December 3, 2018). This
requirement proceeds the law that requires special district's to seat their board on the
first Friday in December (December 7, 2018). However, as discussed at the
November Board meeting, this law is in direct contradiction of the 30 day canvas law,
which provides a time for the Registrar of Voters to canvas and certify the election
results in 30 days.
On November 6, 2016, a General Election was held. That evening election results
were posted with only about 39% of the vote being counted at the poles. Placer
County tallied the votes and posted on November 16th, there were about 44 votes
between the second and third place candidates. Nevada County updated the votes on
November 13th, brining the count up to 52%. At that time there were 758 votes
between the same candidates. During the subsequent weeks, mail in ballots and
absentee ballots are counted. As previously reported, Nevada County had hoped to
certify the election prior to the 30 days.

The County certifies the election to the State after a 30 day canvas (December 6,
2018, this year), at the November Board meeting the Board directed staff to seat the
new Board as soon as possible, even calling a special meeting in a necessity. At this
point, with a margin of over 800 votes separating the 2nd and 3rd places, the new
Board can be seated tonight.
4. FISCAL IMPACT
Sufficient funds exist for this election in the FY18, and is estimated to be $15,000.
5. RECOMMENDATION
Accept and direct staff to file the November 6, 2018 Election Results.
