Proposed Electric Operations Building
WORKSHOP
1. WHY THIS MATTER IS BEFORE THE BOARD
This informational item is before the Board to discuss a proposed Electric Operations
Building to be constructed near Martis Valley Substation. This proposed building
would provide an indoor protected space to allow for rapid access to electrical
equipment for repairs, maintenance and disposal.
2. HISTORY
The District has facilities that allow staff to operate and maintain the electrical
distribution system and equipment. These facilities include the warehouse located at
District headquarters and the corporation storage yard located on Trails End Road.
However, these facilities have significant limitations that hinder the District from
operating as efficiently as possible. For example, the warehouse does not have
sufficient space for the repair and maintenance of larger equipment including
transformers and switches. The corporation yard is an outdoor facility with no
protection from exposure to the weather. Equipment repair and maintenance can only
be undertaken at this facility during good weather in the summer.
3. NEW INFORMATION
Staff has identified the need for an indoor protected space to allow for rapid access to
electrical equipment for repairs, maintenance, storage and disposal. It is the practice
of other public power utilities in California to have an indoor protected space for
electric operation needs. For example, Roseville Electric has a building for these
purposes. Building features include: a truck bay for receiving equipment; an overhead
crane for loading and unloading; and areas for storage and repair. Staff visited
Roseville’s facility in August to gather information and speak with their operations
personnel.
Staff prepared a Request for Proposals (RFP) to solicit qualified firms to assist the
District in the planning, design, permitting, and construction contract administration for
a proposed Electric Operations Building. The proposed facility is loosely modeled after
Roseville’s facility. Staff anticipates the following schedule for the proposed design
and construction of the Electric Operations Building:

January 17, 2018 -Possible Board approval of a contract for architectural and
engineering services;
Q2, 2019 - Design complete;
Q3, 2019 - Permitting complete;
Q4, 2019 - Consideration of a construction contract award; and
Q2, 2020 - Building complete.
Construction costs for the building, including off-site improvements for utilities, are
estimated to be $750,000 to $1,000,000. Other costs, including architectural,
engineering, permitting, and staff time to administer the contracts are estimated to be
an additional $150,000 to $200,000 for a total approximate cost of $900,000 to
$1,200,000.
4. FISCAL IMPACT
There is no fiscal impact associated with this Workshop Item.
Sufficient funds exist in the Electric Utility’s Reserve Fund for the design and
construction costs of this proposed facility.
5. RECOMMENDATION
Provide input and direction to staff.
