HomeMy WebLinkAbout15 Power Point Termination of Emergency Procurement• The greater Truckee area and Northern Sierra Nevada experienced a series of winter storm events beginning on December 13, 2021 • The District began to experienced widespread and extensive damages to electric utility transmission and distribution systems due to the wet, heavy snow and high winds • District Code 3.08.10 Procurement Authorization during an emergency requires the General Manager to make a finding that a situation "poses an immediate risk to health, life, and property or environment" • 3.08.100.2 During an emergency, the General Manager is authorized to repair or replace a public facility, take any directly related and immediate action required by that emergency, and procure the necessary equipment, services, and supplies for those purposes, without immediate Board approval and without giving notice for bids to let contracts. • 3.08.100.3 The General Manager will report to the Board of Directors within 48 hours any and all actions taken to deal with the emergency. • 3.08.100.4 If the General Manager takes any action to manage the emergency that would otherwise require competitive bidding, the Board shall initially review the emergency action taken not later than seven days after the action or, at its next regularly scheduled meeting if that meeting will occur not later than 14 days after the action, and at least at every regularly scheduled meeting thereafter until the action is terminated, to determine, by a four -fifths vote, that there is a need to continue the action, unless the General Manager has terminated that action prior to the Board reviewing the status of the emergency. • On December 14t" staff notified the Board of the need for mutual aid to assist in the timely repair and replacement of damaged infrastructure • At a Special Meeting held on December 20, 2021, the Board adopted Resolution No. 2021-22, Declaring the 2021 Storm Event an Emergency and Authorizing Emergency Procurements • The District participates in several mutual aid agreements with both water and electric utility organizations • The District's membership with California Utility Emergency Association (CUEA) serves as a collective for mutual aid agreements with water, power and communications utilities across the State of California • In response to the District's request, The City of Roseville's Electric Utility provided two fully equipped and staffed line crews • Roseville Electric's two line crews were assigned to execute the replacement and repair of damaged overhead electric utility infrastructure along West Reed Ave, East Reed Ave., as well as at the intersection of Hwy 89 South and Deerfield Rd. • This work included the removal and replacement of broken poles, cross -arms, guywire anchors and overhead conductors • Roseville Electric's mutual aid to the District included approximately 1,170 hours of labor • Additional services or contracted work during the emergency repairs included: • Professional timber and tree services at 98 locations across the service territory • Specialized excavation equipment to execute pole replacements in difficult to access locations (snow banks and off -camber hillsides) • Emergency crew housing and accommodations (hotels/food/supplies) • On December 22, 2021, the Roseville Electric crews completed the requested work associated with the emergency mutual aid • District staff and line crews remained on supplemental stand-by until the remainder of the emergency repairs were completed and electric utility services had been fully restored • On December 27t", the District made the determination that all storm related power outages had been restored • Based on this assessment, the General Manager terminated the repair 15 • 6,840 feet of primary conductor down • 50 overhead service drops damaged • 4 NV Energy Transmission outage events • There is no direct fiscal impact associated with this item • Staff will bring an item for the Board's review at a later date, providing a summary overview of the costs attributed to the storm damage • Staff is currently working with state and county emergency services agencies to determine if the costs associated with these storm damages qualify for emergency relief funds • Accept the General Manager's termination of the Board approved emergency procurement related to the winter storm events that began on December 13, 2021 and ratified by the Board of Directors on December 20, 2021
