and mapping resources as a platform for several critical operational
and engineering applications
• Utility asset inspection and management
• Utility operational planning
• Electric and Water Utility system design
• New construction engineering and design
• Outage Management Systems (OMS)
• GIS systems continue to evolve, offering an increasing number of
useful applications
• Over the
course of the last decade, the
District
has expanded the use
of GIS to
enhance the quality of service
to rate
payers
• With this expanded use there has been an increasing need to
integrate with critical applications, increased maintenance
requirements and database upgrades
• In 2019, the District's IT team identified the need for a database
migration and server upgrade to ensure continued support and
security of critical applications
• In order to execute the necessary upgrades and database migrations,
staff determined the need for outside technical consulting services to
assess the District's current system architecture and address critical
integration challenges
• In August 2021, the District solicited technical proposals from two
firms recommended by Esri
• In September 2021, the Board authorized the General Manager to
execute a contract with Ramtech Software Solutions, Inc. in the
amount of $24,100 to conduct a comprehensive assessment and
develop a formal recommendation
• Ramtech Software Solutions Inc. has completed the GIS and database
migration assessment, and has provided staff with a comprehensive
report, including a recommended plan of action
• The recommended scope of work includes
• ESRI GIS Database Migration
• EsriArcGIS Desktop Upgrades
• Schneider Software Upgrades
• Esri ArcGIS Server Upgrades
• Staff has reviewed Ramtech Software Solutions, Inc. systems
assessments and recommended course of action to complete all of
the necessary upgrades and database migrations
• Based
upon the comprehensive
assessments
and proposed scope of
work,
Ramtech has submitted a
cost proposal
in the lump sum of
$1427668
• This project was not included in the Board approved FY2022 Budget
• $300,000 for GIS/OMS was included as a line item within the IT
Departments $1.1M FY2022 Capital Budget
• Staff has verified with the District's third party auditing firm, Moss
Adams, that the proposed procurement is a qualifying capital
expenditure
• Authorize the General Manager to execute a professional services
contract with Ramtech Software Solutions, Inc. for GIS technical
services in the amount of $142,668, plus a 10% contingency, for a
total contract not to exceed amount of $156,935
