Kuhlemier, CMC, District Clerk SUBJECT: Northern California Power Agency (NCPA) Commissioner Appointment APPROVED BY______________________________ Brian C. Wright, Interim General Manager RECOMMENDATION: The Board of Director’s appoint Joe Horvath, Assistant General Manager/ Electric Utility Director as NCPA Commissioner and appoint Steven Poncelet, Legislative and Regulatory Affairs Director as the Alternate Commissioner. BACKGROUND: Northern California Power Agency (NCPA), is a California Joint Action Agency. NCPA is a consortium of locally owned electric utilities to make joint investments and actions for the participating members. The District joined NCPA in 1989, to leverage the joint actions of locally owned electric utilities. As such, the District has held a commission appointment on the Executive Committee since that time. The District’s partnership with NCPA has had great successes. The areas of participation are:  Executive Commission activity. The District votes on action items relating to District business and partnership activity.  The Utility Directors meet monthly to discuss public power issues and supporting common goals.  The Legislative and Regulatory group covers government affairs and mandates.  The Demand Site Management Working group deals with energy efficiency and solar.  The Transportation Electrification Working Group focuses on electric vehicles. The member services allows the District to leverage joint purchasing, partnerships, while maintaining local control, all while supporting and promoting public power. Page 2 of 2 This item supports the following District Objectives and Goals: 1. Responsibly serve the public. 2. Provide a healthy and safe work environment for all District employees. 3. Provide reliable and high-quality electric supply and distribution system to meet current and future needs. 4. Manage the District in an environmentally sound manner 5. Manage the District in an effective, efficient, and fiscally responsible manner. FISCAL IMPACT: There is not a material fiscal impact associated with this item. ATTACHMENTS: none.
