Subject: Award of the District Pipeline Replacement—2009 — Contract C
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15,000.
2. HISTORY
In 2005 and 2006, the Water Department made Board presentations regarding the condition of existing
water pipelines and the need to pursue a pipeline replacement program. The District subsequently
issued a COP in 2006 and dedicated a portion of those funds for the pipeline replacement program.
Pipeline construction projects have been undertaken during 2006, 2007 and 2008 as part of this
program.
The planned construction for 2009 entails about 18,000 feet of pipeline and has been broken into three
separate construction contracts.
• Contract A— Hillside Drive, Solvang Way, Staghorn Road & St. Croix Way
• Contract B — Oslo Drive, Sierra Glen Way, Skiview Loop, Snowpeak Way&Tyrol Road
• Contract C — Chamonix Road, Donner View Tank site, Innsbruck Tank site, Rhineland Avenue,
Skislope Way, &West Reed Avenue
3. NEW INFORMATION
The bid opening for Contract C was held at 2:00 PM on February 24, 2009. Nineteen bids were
received. A summary of the bids is given below:

At the time of the bid opening, the apparent low bidder was Herback General Engineering with a bid of
$647,198.00. However, upon reviewing this bid, two mathematical errors were identified. After correcting
these errors using the procedures described in the bid documents, the bid total from Herback General
Engineering was revised to $667,010.00.
The bid from Wunschel &Sons was then determined to be responsive and the lowest bid.
4. FISCAL IMPACT
The Bid Price for Contract C is $654,240.00. The majority of funding for the construction will be the COP
issued in 2006. There is some pipeline upsizing involved in the project that will be funded from Water
Department Facility Fees. The project also includes the installation of some electric conduit, electrical
vaults and communication pull boxes on Skislope Way that will be paid for by the Electric Department.
The proposed breakdown of funding between the COP funds, Facility Fees and the Electric Department
is:

Additional costs will be incurred associated with construction inspection, environmental compliance and
geotechnical testing. It is also recommended that the Board of Directors authorize a 10 percent allowance for
change orders at this time.
5. RECOMMENDATION:
1) Award the District Pipeline Replacement— 2009— Contract C to Wunschel & Sons in the amount of
$654,240.00.
2) Authorize the transfer of $583,067.82 from COP funds to the Water Department General Fund,
$11,956.68 from Water Department Facility Fees to the Water Department General Fund and
$59,215.50 from the Electric Department General Fund to the Water Department General Fund to cover
the cost of the project.
3) Authorize a change order allowance of$65,000 associated with this contract.
