HomeMy WebLinkAbout14 Award of Contract with Jennifer Stoll Architect for Facility Modernization ProjectAqendaItem#r14TRUCKEEDONNERPublicUtilityDistrictACTIONTo:BoardofDirectorsFrom:ShannaD.Kuhiemier,CMCDate:March04,2020Subject:ConsiderationtoAwardaContracttoJenniferStollArchitectfortheFacilityModernizationProject__________________________1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYDistrictstaffhasbeenplanningcertainremodelactivitysincetheEnovityEfficiencyReportof2010,resultinginalistofprojectsregardingtheDistrict’sAdministrativeOffices.TheDistrict’scurrentbuildingwasdesignedandbuiltinthelate1980’swithstaffoccupyingthebuildingin1987.InthelastseveralofyearstheBoardhasapproved:.TheInformationTechnology/Accountingarea,locatedonthesecondstoryofthebuilding,hasbeenupdatedtoincludeadatacenterandexpandedareaforstaffingneedsinbothdepartments.ThisworkhasbeencompletedmostlywithDistrictFacilitystaff;.In2017,theDistrictembarkedontheengineeringandconstructionofthelobby,customerservice,andnewconstructionareasofthebuilding.Thisprojectencompassednewertechnologies,integratingthecustomerserviceandconservationdepartmentswhilekeepingtheface-to-faceinteractionswithDistrictcustomers.Thisprojectalsoupdatedcounters,egressandingress,andbathroomstomeetAmericanwithDisabilityAct(ADA)andsafetystandards.Thisprojectwascompletedandclosedearlierthisyear;.ThispastwintertheDistrictcompletedtheupstairsremodelprojectincludingstaffworkspace,kitchenette,andbathrooms..InJanuary2020,theelevatorrehabilitationprojectwascompleted;.OnAugust7,2019theBoardapprovedacontractwithFringeStudioIncorporatedfortheWindowReplacementproject.Thisprojectencompasseshighenergywindows,stuccorepairintheareasofthewindowsandpainting(scheduledforspring2020);and.TheDistrictalsoembarkedonthesolarawningproject.ThisprojectwasenvisionedtobringmultiplebenefitstotheDistrict.First,shadetothesouthfacingportionofthebuildingtoreducesolarheatgain.Secondly,recoup-renewablebenefitsofsolarenergy. AlloftheseprojectsaregearedtowardsupdatingDistrictfacilitiestoincreaseassetlongevityandefficiencies.3.NEWINFORMATIONDuringastrategicallyfocusedmeeting,staffidentifiedapossibilityofcombiningthewindowprojectandthesolarawningprojecttomaximizeefficiencieswiththeuseofin-housepersonnelandobtainastrongercompetitivebiddingresultbyhavingalargerprojectscope.Duringthismeeting,staffalsoidentifiedadesiretomodernizethefrontageofthebuilding.Districtstaffreachedouttotheoriginalarchitect,DaleCox.Mr.CoxandhisassociateJenniferStoll,collaboratedwithadiversemixofDistrictstafftoanalyzethepossibilityofamodernizationproject.Themodernizationdesignofthefacadeimprovementscouldencompassvisualaspectsofthesolarawningprojecttotheofficewindows,officeexteriorelementsthatflowwiththeindustrialcomponentsofthesolarawningandconnecttheexteriorsignagewiththedesignofthebuildingandinteriorupgrades.Thisprojectwouldenhancethevisualexteriorofthebuildingfromamid-1980’stoamoremodernlookthatwouldbeconsistentwithadjoiningpropertiesalongtheDonnerPassRoadcorridor.ShouldtheBoardhaveadesiretomoveforwardwiththisproject,JenniferStoll’sproposalincludesadesigndevelopmentphasewherethreeoptionswouldbepresentedtotheBoardforconsiderationatafuturemeeting.OptionAwillrepresentaminimumbudgetformodernizingthefrontage,OptionBamediumsizedprojectandbudget,andOptionCalargerandlong-termprojectandbudget.4.FISCALIMPACTSufficientfundsexistwithintheElectricGeneralfundforthisproject.5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractwithJenniferStollArchitectforthe2020FacilityModernizationProjectinanamountof$29,0000,plusa10%changeorderallowanceforanottoexceedamountof$31,900.AL44L6c;::DShannaD.Kuhlemier,CMCMichaelD.HolleyDistrictClerkGeneralManager
