Home My WebLink About7 Conservation Rebate Processing & Reporting ServicesAgendaItem#7CONSENTI‘tRUCKEEDONNERPublicUtilityDistrictTo:From:Date:BoardofDirectorsAndrewAuMarch04,2020Subject:ConsiderationofApprovingaContractforConservationRebateProcessingandReportingServices1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforexpendituresinexcessof$15,000.In2013,theDistrictpurchasedtheEnergyOrbitRebatingProcessingsoftwaretoinput,approve,andtrackconservationprograms.Unfortunatelythesoftwarehasbeenverymanualandlaborintensivetoutilize,notfulfillingitsoriginalpurposeofbeinganeasyanduserfriendlyapplication.Theannualcost,includinglabor,is$46,600whichincludesa$10,000costformaintenanceandsupport.StaffhasinvestigatedseveralreplacementoptionsforthissoftwareandhasdeterminedthatthebestapproachistooutsourcetheseservicestotheEfficiencyServicesGroup,LLC(ESG).NorthernCaliforniaPowerAgency(NCPA)concludedaRequestforProposal(REP)processforRebateManagementServicesandhasexecutedagreementswithESGonbehalfofNCPAmembers.AsaNCPAmember,theDistrictcanutilizetheSupportServicesProgramAgreement(SSPA)formaterialsandsupport.TheSSPAwasapprovedbytheBoardonNovember2,2016.StaffrecommendsthatESGprovideresidentialandcommercialconservationsupportservicesoveranot-to-exceedthree-yeartermforthefollowingscopeofservices:ProgramReviewandSetup(Onetimeonly)ESGwillreviewtheDistrict’scurrentresidentialandcommercialEnergyEfficiency(EE),waterconservationandelectrificationprograms,setupTDPUDinESG’sdatabasetoincludemeasures,savings,andincentiveamounts,andprovideintroductorymeetingswithTDPUDstaff,keylocalcontractors,andthird-partyprogramproviderstoestablishworkingrelationshipsandopenlinesofcommunication.ProgramAdministration(Annual)ESGwillprocessrebatesandsupportprogrammanagementofconservationprograms,includingbudgetandgoaltrackingandlegislativerequirementsandstatereporting.2.HISTORY3.NEWINFORMATION FieldAuditsAfieldtechnicianisavailableuponTDPUDrequesttoassistwithaudits,energyefficiencyinspections,solarPVinspections,highbillinquiries,etc.Fieldsupportwillbeperformedbyknowledgeable,experiencedfieldtechnicians.ThecostproposalfromESGforconservationprogramservicesis$34,220forthefirstyearand$31,200foryears2and3respectively.ThetotalthreeyearfeeforNCPA’sSSPAprogramis$6,460.Annualcostcomparisonbetweenexistingandproposedsolutionsisshowninthetablebelow:EnergyOrbitESG+NCPAFeeAnnualSavingsAnnualCost-Yearl$46,600$36,720$9,880AnnualCost-Years2&3$46,600$33,180$13,4204.FISCALIMPACTConservationprogramservicesarealreadypartoftheexistingFY20andFY21budgets.Thisproposalwillresultinacostsavingstotheapprovedbudgets.5.RECOMMENDATION1)AuthorizetheBoardPresidenttosigntheconfirmationundertheNCPASupportServicesProgramAgreement.2)AuthorizetheGeneralManagertoexecuteacontractwithESGforConservationRebateProcessingandReportingservicesinanamountof$103,080plusa10%changeorderauthorizationof$10,308,foratotalnottoexceedcontractamountof$113,388.frzJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
