AgendaItem#9TRUCKEEDONNERUtilityDistrictCONSENTTo:BoardofDirectorsFrom:AndrewAuDate:March04,2020Subject:ConsiderationofanAddendumtotheElectrificationandTime-of-UseRateStudy______________________1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYOnOctober2,2019theBoardapprovedacontractwithHDREngineeringforanElectrificationandTime-of-UseRateStudy.TheScopeofthecontractincluded:marketanalysistolearnfromotherutilitiesprogramsandtoanalyzethepotentialmarketinTruckee;identifypotentialendusetargetsandtheirefficiencies;anddevelopmentofaproposedrebateandTime-of-Use(TOU)ratestructuretobepresentedasabusinesscasefortheDistrict.3.NEWINFORMATIONSubsequenttotheapprovedscope,additionalpotentialscopewasidentifiedforconsideration.StaffmetwithHDRtodevelopaproposalforthefollowingscope:.LoadForecast-Developaloadforecastgiventheimpactsofanelectrificationprogramtounderstandhowtheconversionofvariousapplianceswillimpactthetimingandamountofenergycustomerswilluse;.Time-of-UseRates-TheoriginalscopeproposesalternativeTOUratesfortheDistricttomeetthegoalsoftheelectrificationprogram.ThistaskwillfurtheridentifyandanalyzetheadditionalimpactsasaresultofimplementingaTOUrateschedule,including:ifaTOUratewillincreasepurchasedpowercostsandbywhatamount;howtheDistrict’scurrentandforecastedcostcurvescomparewithpurchasepowercostcurves;howresidentialandcommercialusageprofilesfitintothosecostsandhowmuchloadswillneedtobeshiftedtooffsettheincreasecosts;andiftheplannedelectricalusagefortheWaterDepartmentbeusedtocovertheneededshiftinusage; .Resiliency-Gridreliabilityisatopicofconcernandapotentialbarriertoadoptionofelectricappliances.PacificGasandElectric’sPublicSafetyPowerShutdown(PSPS)programhasincreasedthepublic’sawarenessthattheymaynotalwayshaveaccesstoelectricity,potentiallylimitingelectrificationprogramadoption.Thistaskwillexplorehowlocalsolarenergygenerationand/orbatterystoragecanmitigate,orexacerbate,somepowersupplyconcerns,andwillevaluatethefinancialandsizeimpactoftheseresourceslocatedintheDistrict.TheoriginalnottoexceedcontractforHDRwas$71,500.Theproposedadderfortheadditionalscopeofworkis$28,804foranewproposaltotalof$100,304.4.FISCALIMPACTTheproposedprojectwasnotincludedintheElectricUtility’sFY20budget,butsufficientfundsexistforthisprocurement.5.RECOMMENDATIONAuthorizetheGeneralManagertoexecuteacontractaddendumwithHDREngineeringfortheElectrificationandTOURateStudyinanamountof$28,804plusa10%changeorderof$2,880authorizationforatotalnottoexceedcontractof$103,184.frzJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
