AgendaItem#8TRUCKEEDONNERPublicUtilityDistrictCONSENTTo:BoardofDirectorsFrom:StephenMooreDate:March18,2020Subject:ConsiderationtoPurchaseReplacementLightDutyTrucks1.WHYTHISMATTERISBEFORETHEBOARDBoardauthorizationisrequiredforprocurementsinexcessof$15,000.2.HISTORYIn2006and2008respectively,theDistrictpurchasedUnits200and201,ChevroletK3500utilitytrucks.ThesetrucksareutilizeddailybytheElectricForemeninthecourseofroutineworkfortransportingcablereels,transformersandotherequipmentusedinoverheadandundergroundelectricaldistributioninstallationandmaintenance.3.NEWINFORMATIONUnit200isfourteenyearsoldwhileUnit201istwelveyearsold.Overthecourseofnormalusetheyhavereachedtheendoftheirusefulservicelife.StaffhasinvestigatedseveralvehiclereplacementoptionsandhasdeterminedthebestfitbasedontheneedsoftheDistrictisaAltecAl32DWservicebodyon2020Ram35004X4chasis.OnDecember10,2019staffrequestedandreceivedacostproposalfromAltecIndustriesforaA132DWservicebodyon2020Ram35004X4chasis.Thecostis$83,389,pervehicleforatotalcostof$166,778,plustaxandfees.Sourcewell,formelyNationalJointPurchasingAlliance,competitvelybidequipmentfromAltecIndustriesofDixon,CA,andothervendorsthroughacompetitivebidprocess.Section3.08.060oftheDistrictCode(JointPurchasingwiththeStateofCaliforniaandotherpublicagencies)permitstheDistricttotakeadvantageofotheragenciescompetitiveprocurementprocesses.AltecIndustriesisaqualifiedSourcewellvendor,andtheirbidisconsistentwiththeDistrictCoderequirements.TheexistingChervroletUnits200and201canbedeclaredsurplusandsenttopublicauction,withtheproceedsbeingusedtooffsetthepurchaseofthenewvehicles.Staffestimatesthevalueoftheexistingvehiclestobeapproximately$7,500each.AfterthesaleofUnits200and201,thenetcostofthenewvehicleswillbeapproximatly$151,778,plustaxandfees. 4.FISCALIMPACTUnit200and201arebudgetedforreplacementin2020.SufficientfundsexistintheElectricalVehicleReserveFundforthepurchase.5.RECOMMENDATION1.DeclareUnits200and201surplusandauthorizetheGeneralManagertodisposeoftheseUnitsatpublicauction,applyingsalefundstotheElectricVehicleReserveFund.2.AuthorizetheGeneralManagertoexecuteacontractwithAltecIndustriesofDixon,CA,forthepurchaseoftwo(2)AY32DWservicebodieson2020Ram35004X4chasisintheamountof166,778.00,plusa10%changeorderauthorization,foratotalnottoexceedamountof$183,456plustaxandfees./ZOJoeHorvathMichaelD.HolleyElectricUtilityDirectorGeneralManager
