“TRUCKEEDONNERPublicUtilityDistrictATTACHMENT1VegetationManagementProgramLegacy:July2,2018Revised:October29,2019 INDEXSectionPageIntroduction2ServiceArea2ProgramDescription2RegulatoryRequirements3ClearanceRequirements5ProgramPersonnel6ProgramOperationElements61 VEGETATIONMANAGEMENTPROGRAMTruckeeDonnerPublicUtilityDistrictMissionStatement—DistrictCode,Title1,Section1.05.010TheMissionofTruckeeDonnerPublicUtilityDistrictistoprovidereliable,highqualitywaterandelectricalpowerserviceswhilemeetingcustomerdemand,andtomanageDistrictresourcesinasafe,open,responsible,environmentallysoundmanneratthelowestpracticalcost.IntroductionTheDistricthasaresponsibilitytomaintainvegetationsoasnottothreatenthesafetyandintegrityofelectricfacilities.TheDistrict’sVegetationManagementProgram(theProgram)isanimportantpartoftheDistrict’sefforttodeliversafe,reliableandcost-effectiveelectricservicetocustomers.ThegoalsoftheVegetationManagementPrograminclude:(1)ensuringthesafetyofDistrictlinemenandthegeneralpublic,(2)reductionoffirerisksduetotreecontactsorelectricalsparksignitingbrush,(3)thepreventionofcustomeroutagesduetotreecontacts,and(4)aesthetics.TheProgramisdesignedtomeetthegoalsandobjectivesoftheDistrict,aswellasStateandFederalrequirements,astheyrelatetoelectricutilityright-of-waymaintenance.ServiceAreaTheDistrictisaPublicUtilityDistrictoftheStateofCaliforniaengagedinthedistribution,saleanddeliveryofelectricpowerandenergy.TheDistrictisatransmission-dependentutilityconnectedtoNVEnergy’ssystemandislocatedhighontheeasternslopeoftheSierraNevada.TheDistrictisnotinterconnectedwithanyotherutility.TheDistrict’selectricserviceterritoryiscomprisedofapproximately44squaremilesineasternNevadaCountyandapproximately1.5squaremilesinadjacentPlacerCounty.Theelectricsystemincludesapproximately135milesof12.47kVand14.4kVoverheaddistributionlines,andaboutone-halfmileof60kVoverheadtransmissionlines.ProgramDescriptionTheDistrictisrequiredbyStateandFederallawtopruneorremovevegetationclosetoenergizedelectricalfacilitesforpublicsafetyandelectricsystemreliability.TheDistrictadherestoallapplicablevegetationclearancerequirementsandperformsregularvegetationmanagmentinaccordancewithStateandFederalrequirements,industrystandards,andotherproceduresthathelptopreventoutagesandfiresduetotreecontact.Vegetationmanagementgenerallyconsistsofremoving,cutting,trimming,andclearingawayoftrees,tops,limbs,branches,bushes,vines,foliage,theremovalofhazardtreesandinspectionoflegacytreeattachmentsinproximitytoDistrictelectricallines,stations,andpropertywithinoverheadelectricrights-of-way. Vegetationremovalisperlormedbymechanicaltrimminginandaroundtransmissionanddistributionlinecircuitsrights-of-way,fromsubstationstotheendofthecircuits.Anemphasisisplacedontheremovaloftreebranchesandtreesthatarelocatedwithinclearancelimits,ground-levelclearingaroundpolesthatcontaintransformersandswitches,plustheremovalofhazardtreesthatmaybelocatedinsideoroutsideoftheright-of-way.TheDistrictdoesnotperlormvegetationremovaloperationsinthefollowingareas:1.SupplyServiceDropsSupplyservicedrops,orservicewires,aredefinedastheoverheadconductorfromtheDistrict’sdistributionpolelinetothecustomers’serviceentranceormeterbaseequipment.Theseoverheadsupplylinesaregenerallyenergizedat240volts.TheDistrictdoesnotperlormvegetationmanagementoperaionsalongsupplyservicedrops.Treetrimingandmaintainingthehealthoftreesonprivatepropertyisthecustomer’sorpropertyowner’sresponsibility.Thecustomerorpropertyownermustmaintainaminimum2footclearancefromsupplyservicedropstotreesandothervegetation.Uponrequest,andduringnormalbusinesshours,theDistrictwilltemporarilyde-energizeorremovethecustomer’soverheadsecondaryservicelineatnochargetothecustomer,therebyallowingfortreetrimmingormaintenanceworktobeperlormedsafely.2.PadmountedEquipmentInareasservedbyundergroundelectricfacilities,padmountedequipment,includingtransformersandswitchgear,areplacedatcustomerlocationsorselectintervalsalongmainelectriclinesnearstreetsandroads.Districtemployeesmustbeabletoaccessthisequipmentatanytimeforroutinemaintenance,troubleshooting,oremergencyrepairs.ThisequipmentmustbevisuallyandphyisicallyaccessabletoDistrictcrewsatalltimes.Aclearworkingareamustbemaintainedonallsidesofpadmountedequipment.Thedoorsideshallhavea10foorminimumclearworkingarea.Thenon-doorsidesshallhave3footminimumclearworkingarea.Clearworkingareashallmeannofences,shrubs,trees,landscaperocksorotherobstructions.ThecustomerorpropertyownermustmaintaintheseclearworkingareasforDistrictaccess.RegulatoryRequirementsTheDistrictperlormsvegetationmanagmentinaccordancewithStateandFederalrequirements.Inaddition,theDistrictfollowsindustrystandards,andotherproceduresthathelptopreventoutagesandfiresduetotreecontact.Theserequirements,standards,andproceduresinclude:.CaliforniaGeneralOrderNo.95,Rule35—VegetationManagementThisrulespecifiestheminimumradialclearancethatmustbemaintainedatalltimesfromenergizedconductorstovegetation. 5.Theminimumclearancemaybereducedto6inchesfortreetrunksandmajorlimbs“ofsuflicientstrengthandrigiditytopreventthetrunkorlimbfromencroachinguponthe6inchminimumclearanceunderreasonableforeseeablewindandweatherconditions”GO95Rule35,TreeTrimming,ExceptionNo.4.ProgramPersonnelDistrictcrewsconsistingoflicensedJourneymenLinemenperformtreetrimmingoperationsonanas-neededbasis.ThemajorityoftheProgramworkisperlormedbylicensedtreecontractorsspecializinginvegetationmanagementoperationsforelectricutiltities.TheDistricthasverystrictrequirementsforselectingatreecontractorfollowingthepublicprocurementprocess.Thecontractor’sfieldsupervisormustbeacertifiedarboristwiththeInternationalSocietyofArboriculture.TheContractormustemployonlyqualifiedlineclearancetreetrimmerpersonnelmeetingtherequirementsofOSHA29CFR1910.269,ANSIStandardZ133.1,andCaliforniaCodeofRegulationTitle8Article38standardsandrequirements.Inaddition,thecontractormusthaveacategoryD-49TreeServiceContractorlicenseissuedbytheCaliforniaContractorsStateLicenseBoardandaStateofCaliforniaissuedLicensedTimberOperator,(LTO)ProgramOperationElements1.GeneralVegetationmanagementoperationsareperlormedbymechanicaltrimmingorremovaloftreesandothervegetationalongdistributionandtransmissionlinecircuits.Theseoperationsareperformedinamannerwhichcreatesminimumdamagetothenaturalvegetationandlandscapenotdirectlyinvolvedinthework.Ingressandegresstoworkareasareviaexistingroads,driveways,accessroads,etc.Theworkisperformedsoastocausetheleastpossibleobstructionandinconveniencetopublictraffic.Publicvehicularandpedestriantrafficisallowedtotravelthroughtheworkareawithaminimumofinterruptionorimpedanceunlessrequiredbysafetyconcerns.AlltrafficcontrolandrelateddevicesconformtorequirementssetforthbytheTownofTruckee.2.ScheduledMaintainceCycleTreesandvegetationareclearedfromDistrictfacilitiesonascheduledmaintenancecycleprogram.TheDistrict’smaintenancecyclegoalis5yearsforallfacilites.Thismeansthattrimmingoperationsareperformedonthesameportionofadistributionortransmissionlinetypicallyonceevery5years.Theintentofthescheduledmaintenancecycleprogramistoperformtrimmingnecessarytoobtainclearancethatwilllastforthedurationofthecycle.Otherbenefitsincludeimprovedaccesstoelectricfacilitiesandreducedfuturemaintenancecosts.Facilitiesareworkedinasystematicapproach.Operationsarerecordedbystaffonthe District’sGeographicalInformationSystemsmappingdatabasetotrackmaintenancecyclegoals.3.NotificationofCustomersand/orPropertyOwnersCustomersand/orpropertyownersarenotifiedaminimumoftwenty-fourhourspriortoanyscheduledtreetrimmingoperationsadjacenttoprivateproperty.Thenotificaionincludesthetypeofworktobeperformed,includingthetrimmingorremovaloftreesandthedisposaloflogsand/orbrush.Thisistypicallydonebyplacing“doorhangers”orusingothercommunicationmethodstonotifycustomersofimpendingwork.Theworkmayalsorequiretemporarypowerinterrruptionsorplannedoutagestobepedormedsafely.ThisworkshallbecommunicatedtoandauthorizedbytheElectricOperationsManagerorhisdesigneepriortothecommencmentofwork.Thecustomercommunicationcontainsinformationsuchascontractorname,address,contactname,phonenumber,approximatetimeanddurationofplannedoutage,etc.includingDistrictcontactinformation.4.TypesofTrimmingNaturalpruningtechniquesareperformedasrecommendedbytheInternationalSocietyofArboricultureandANSIStandardA300.Operationsavoidpracticesthatcancausedamageorinjurytothetreewhileachievingtherequiredclearanceobjectives.Whereverpossible,naturalpruningcutsaremadetodirectfuturegrowthandsproutingawayfromelectricfacilities.a.Pruning:TreepruningisperlormedsoastomaintaintheminimumclearancerequirementsfromelectricconductorsasshownintheClearancessectionofthisdocument.Deadbranchesoverhangingconductorsareremoved.Portionsofdeadordecayingtreesorportionsoftreesweakenedbydecayordiseasethatmaycontactconductorsfromthesideorbyfallingareprunedtoeliminatethehazard.b.CrownReduction:Treesdirectlyunderconductorsareprunedandshaped.Thetreecrownistypicallyreducedandroundedintoasymmetricalappearanceasmuchaspossible.Conifersareprunedinanaturalmannerthatallowsthemtoretainasmuchoftheirnaturalshapeaspossible.c.SidePrunes:Wherelineclearancetreepruningadverselyalterstheshapeofatree,additionalpruningisperFormedtogivesuchtreesabettershapeandappearance.5.TreeRemovalTreeremovalisperlormedforalltreesthatdonotmeettheclearancerequirementfromthetreetrunktoenergizedconductorsandalsoforhazardtrees.HazardtreesaretreeswiththepotentialtofailandthreatenthereliabilityoftheDistrict’soverheadelectricfacilities.HazardtreesmaybelocatedinsideoroutsideoftheDistrict’sright-of-wayoreasement.Hazardtrees
