Consideration of Award of the Tank Site Piping Modifications – 2020
Construction Contract
ACTION
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The Water Department has an ongoing need to maintain its storage tanks and pump
station facilities. A number of storage tanks were constructed in the late 1960s and
early 1970s. These facilities are about 50 years old and are in need of repairs,
seismic upgrades and new interior coatings.
At many of the storage tank sites, there is also a pump station that draws water from
the tank and pumps it to a higher elevation. At some sites, there is one pipe supplying
water to the tank and a separate pump station supply pipe that draws water from the
tank. In these cases, there is a need for a bypass pipe that would allow the pump
station to function while the storage tank is taken out of service for repairs and
recoating.
3. NEW INFORMATION
The Tank Site Piping Modifications - 2020 project involves the installation of piping,
meter vaults and conduit at six storage tank sites. This project has two main
objectives:
Install valves and bypass piping to allow for future maintenance activities such
as storage tank cleaning, repairs and re-coating; and pump station pump valve
and pump replacement with creating a significant impact upon service to water
system customers.
Install meters at selected pump stations to enhance the ability to track water
system flows and identify areas with high levels of pipeline leakage. This work
is need to comply with forthcoming unfunded mandates from the State Water
Resources Control Board regarding annual water loss audits and data validity.

A set of bid documents was prepared and advertising for bids began in mid-April. The
Request for Bids was advertised in the Sierra Sun. The bid opening was held on May
11, 2020 and six bids were received.

It should be noted that Rapid Construction did not include the debarment certification
with its bid. The District has encountered this situation in the past and determined that
failure to include the debarment certification can be considered a minor irregularity
and waived if necessary.
4. FISCAL IMPACT
The bid price from Longo Incorporated is $292,290. The funding source for the work is
the Water Department General Fund. Sufficient funds exist in the Water Department
General Fund to cover the cost of the project. It is recommended that a 10 percent
change order allowance be established.
5. RECOMMENDATION
Award the Tank Site Piping Modifications - 2020 project to Longo Incorporated in an
amount of $292,290.00, plus a ten percent change order allowance of $29,229, for a total
authorzation not to exceed $321,500.
