Subject: Consideration of a Contract with CPS HR Consulting
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for expenditures over $15,000.
2. HISTORY
The District procured CPS HR Consulting during the absence of full time Human
Resources (HR) personnel. In general, human resource personnel assist the District in
recruiting, hiring, and maintain compliance in the area of human resources.
The District chose to hire CPS HR Consulting in lieu of hiring a full time employee due
to the upcoming transition of the General Manager. The hiring of outside services was
utilized as no other District staff had the capacity to complete the tasks. The General
Manager structures staffing in the best interest of the District for optimum strategy.
3. NEW INFORMATION
CPS HR, Consulting has expertise in recruitment and selection, classification and
compensation, and training and development in the area of public sector human
resources.
As a public agency, CPS HR Consulting provides excellent services to HR solutions
leveraging a team of professionals utilizing technology and management process to
maintain business continuity at the District. The benefits so far have been consistency
in record keeping, human resource processing, and updating policies related to the
COVID-19 situation. As our environment is rapidly changing, so does human
resources and insurance related items. CPS has been an integral partner through
these past few months.
The District is at the capacity of the original contract and with a few short weeks until
the General Manager's transition, staff is recommending to extend the contract until
which time the General Manager can implement the desired structure of human
resources within the organization.
4. FISCAL IMPACT
The fiscal impact of the contract is cost neutral as employee labor has not been
expended.
5. RECOMMENDATION
Authorize the General Manager to execute a contract extension with CPS HR
Consulting in an amount not to exceed $27,000 through August 31, 2020.
