Kuhlemier, CIVIC Date: June 17, 2020 Subject: Consideration to Adopt Resolution 2020-18 to Affirm and Support Incoming General Manager, Rem Scherzinger's Position and Role in Region III Association of California Water Agencies (ACWA) 1. WHY THIS MATTER IS BEFORE THE BOARD Board action is required to afirm the District's support in the General Manager holding a position on the Region III Board of ACWA. 2. HISTORY ACWA is the largest statewide coalition of public water agencies in the country. There are over 430 public agency members whom collectively are responsible for 90% of the water delivered to cities, farms, and businesses in California. ACWA's mission is to provide comprehensive leadership, advocacy, and resources for for California Public Water Agencies to ensure a high quality and reliable water supply in an environmentally, sustainable, and fiscally responsible manner. The mission of ACWA and the District are extremely closely aligned for the water utility. ACWA further serves to provide technical information, tracking and influencing of State and Federal water policy, and cooperation and consensus amongst interest groups. In June of 2019, during investigation of insurance policies, the District joined ACWA JPIA in order to obtain appropriate insurance coverage for the most advantageous cost to the District. This three year contract was a considerable cost savings in a high fire danger area. 3. NEW INFORMATION Since that time, ACWA has been a beneficial resource to the District. Providing training and services in human resource law, insurance and risk management, safety programs and policies, Workers Compensation advice, and a needs assessment for insurance. ACWA is formed with 10 Regional Boards, comprised of five to seven members serving two-year terms. Coincidentally, Rem Scherzinger has served on the Board of Region III for ACWA. Region III consists of the counties of Placer, Tuolume, Amador, Calaveras, El Dorado, Alpine, Mono, Mariposa, Nevada, Sierra, and Inyo. The affirmation to continue to serve in a board capacity on with ACWA will provide benefits through professional networking and participation in legislative and regulatory affairs. 4. FISCAL IMPACT The approved FY20 budget includes membership and training. 5. RECOMMENDATION Adopt Resolution 2020-18 to Afirm Rem Scherzinger's role in Region III, Association of California Water Agencies Board of Directors. Shanna D. Holley General Manager Resolution No. 2020-18 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE TRUCKEE DONNER PUBLIC UTLITY DISTRICT PLACING IN NOMINATION REMLEH SCHERZINGER AS A MEMBER OF THE ASSOCIATION OF CALIFORNIA WATER AGENCIES REGION III BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT AS FOLLOWS: A. recitals (i) The Board of Directors (Board) of the Truckee Donner Public Utility District does encourage and support the participation of its members in the affairs of the Association of California Water Agencies (ACWA). (ii) General Manager, Remleh Scherzinger is currently serving as Board Member for ACWA Region III and/or (iii) Remleh Scherzinger has indicated a desire to serve as a Board Member of ACWA Region III. B. Resolves NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF DIRECTORS OF TRUCKEE DONNER PUBLIC UTILITY DISTRICT (i) Does place its full and unreserved support in the nomination of Remleh Scherzinger for the Board of ACWA Region III. (ii) (ii) Does hereby determine that the expenses attendant with the service of Remleh Scherzinger in ACWA Region III shall be borne by the Truckee Donner Public Utility District.
