Subject: Consideration of Purchasing Cisco Switches
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for expenditures in excess of $15,000.
2. HISTORY
In 2010, the District began developing a fiber network to provide high bandwith
communications to the Districts many operational stations (pumps, wells, tanks,
control valves and substations). The goal was also to provide redundant
communication paths back to both of the District's data centers. Early this year, the
District completed Phase 5 of the Scada Reliability Project.
This phase now completes the main ring of the District's fiber optic network, allowing
for a majority of stations housing operational technology and SCADA to now connect
using two fiber redundant paths back to both the Main Office Data Center (HDC) and
the Corporate Yard Data Center (CRP), for the first time. To complete this
redundancy, as well as follow proper network infrastructure design for capacity and
failover, staff is recommending to add 2 Cisco switches, one in each data center, to
facilitate this new abiilty to connect to stations from both data centers. This equipment
will help facilitate increased efficiency, security and availability.
3. NEW INFORMATION
The proposed Cisco switch equipment is quoted from NetXperts, through the Western
States Contracting Alliance (WSCA), for an amount of is $42,597.
The State of California has competitively bid Cisco hardware as part of the WSCA.
Public agencies, including the District, are eligible to take advantage of State bids
through WSCA. Section 3.08.060 of the District's code (Joint Purchasing with the
State of California and other public agencies) permits the District to take advantage of
other agencies low bids providing that competitive procurement procedures were
followed
NetXperts has worked with the District on past network hardware projects, and has
performed to District standards in the past.
4. FISCAL IMPACT
Sufficient funds exist within the approved FY20 Electric General Fund for this project.
5. RECOMMENDATION
Authorize the General Manager to execute a contract with CISCO Switches for
$42,597, including a 10% change order of $4,260, for a total amount not to exceed
