HomeMy WebLinkAbout8 Airport Well Maintenance ContractCONSENT To: Board of Directors From: Brian Wright Date: July 15, 2020 Subject: Consideration of Awarding the 2020 Airport Well Maintenance Contract 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for all expenditures in excess of $15,000. 2. HISTORY Airport Well is one of the District's largest groundwater production wells and an essential potable water source during the summer demand cycle. Historically, the well pump, motor and line shaft require periodic inspection, maintenance and repair. The maintenance and repair typically includes shop inspection of pump and motor assemblies, inspection and/or replacement of pump line shaft, bearings and couplings as needed. Historically the District has used these maintenance cycles as an opportunity for well column video and alignment survey. 3. NEW INFORMATION Based upon staff maintenance inspections and well performance data, Airport Well is due for maintenance in the Fall of 2020. On June 5, 2020 the District publicly advertised a request for bids for the 2020 Airport Well Maintenance Project. The project scope of work included: • The inspection and maintenance of the Airport Well pump and motor assembly; • Replacement of the well line shaft assembly; and • Video inspection of the well casing The bid opening was held on July 7, 2020. The District received four responsive bids as outlined below: Contractor Location Responsive Bid Price Well Industries, Inc. Chico, CA Yes $54,500.00 Carson Pump, Inc. Drilling Watsonville, CA Yes $73,000.00 Flowing a review of all received bids for compliance with District standards and specifications, staff has determined the lowest responsive bidder to be Well Industries, Inc. with a total bid amount of $54,500. 4. FISCAL IMPACT Airport Well maintenance was included in the Board approved FY20-21 Water Operations Budgets. The original schedule included Airport Well maintenance to be completed in FY21, however staff has determined the need to shift the scheduling to FY20. This will be offset by rescheduling other less critical well maintenance from FY20 to FY21. Sufficient funds exist in the Board approved FY20 Water Operations Budget for this project. 5. RECOMMENDATION Authorize the General Manager to execute a maintenance contract for the 2020 Airport Well Maintenance Project to Well Industries, Inc. in the amount of $54,500 plus a 10% contingency, for a total amount not to exceed $60,000.
