Home My WebLink About9 Annual Procurement Increase for Schneider ElectricTRUCKEE DONNER Public Utility District MEETING DATE: August 5, 2020 AGENDA ITEM 9 FROM: Ian Fitzgerald, IT Director/Chief Information Officer SUBJECT: Approve an Increase to the 2020 Annual Procurement Authority for Schneider Electric APPROVED BY I Director/Chief Information Officer RECOMMENDATION: Approve an increase in the annual procurement with Schneider Electric from $40,000 to $50,000 for FY20. BACKGROUND: In December, 2019, the Board of Directors approved a sole source purchase from Schneider Electric (601-REQ6502-120419) for an amount no to exceed $40,000. The approval was for all software platforms which support the Water SCADA system and are wholly owned by Schneider Electric. The subsidiary companies allowed under this purchase approval include E&M, Modicon and Wonderware. Normally, this requested amount cover all necessary costs for the fiscal year 2020. Expanding the system to 100% capacity, by upgrading the System Platform's tag count, in combination with an increase in annual support costs has exceeded over the budgeted allotment for this particular purchase. The current amount for total purchases from Schneider Electric, with the proposed software maintenance and support for Wonderware, would put the total at $42,168. Depending on the software vendor, purchase for software upgrades, extensions, or maintenance & support subscriptions are either purchased through a third party vendor, or only by the original software company itself. In Schneider Electric's case, these purchases can only be made through their subsidiary companies, and not through third party vendors. There are no other companies that are allowed to sell these services, thus this requires a sole source procurement. The District's SCADA Engineer has also expressed a desire to increase his technical skills with new training. This training, offered in a week long online class, will allow him to migrate the District's existing architecture to the newest version, which will provide new Page 1 of 2 features, improved reliability, and enhance cybersecurity. This training, while not know the exact cost, is estimated to be approximately $3000. Increasing the annual procurement allotment from $40,000 to $50,000 will ensure continued ongoing support and maintenance for existing Water SCADA infrastructure, and provide needed skills to migrate to the latest offerings. FISCAL IMPACT: The Information Technology Department (Cost Center 9) is currently 78% of year-to-date ($1,027,194 dispersed from $1,303,823 budgeted), and 46% of Actual FY20 budget ($1,027,194 dispersed from $2,235,126 budgeted). Broken down further, for software maintenance and support (GL 483), the District is at 82% of Actual FY20 budget ($332,573 dispersed from $406,818 budgeted). This item will not impact the overall Cost Center 9 FY20 budget, with an estimate of still coming under budget at year's end. Purchases of hardware, software upgrades, extensions, maintenance & support, and training are only available through E&M within Northern California, and are thus proprietary in nature. Section 3.08.010.7 of District Code allows vendors to be designated as Sole Source if "Certain vendors provide goods and equipment that are proprietary in nature such as certain utilities. For purchases that exceed $15,000, approval will be obtained by the Board." It is therefore the recommendation that the District designates Schneider Electric's subsidiary company, E&M (AKA Wonderware NorCal) as a sole source provider for Wonderware software.
