RECOMMENDATION:
Authorize the General Manager to execute a contract amendment, and all necessary
documents, with CPS HR Consulting to increase the contract amount $30,000 through
October 31, 2020, for not to exceed total of $92,000.
BACKGROUND:
The District has procured CPS HR Consulting during the absence of full time Human
Resources (HR) personnel. In general, human resource personnel assist the District in
recruiting, hiring, benefits management, and personnel matters.
The District chose to hire CPS HR Consulting in lieu of hiring a full time employee during
the transition of the General Manager position. The hiring of outside services was utilized
as no other District staff had the capacity to complete all of the tasks of HR. The hiring of
an HR Manager is actively in progress, with a target on -board with District in mid to late
September. CPS HR Consulting is an all things HR service company with expertise in the
public agency sector.
In June, the Board approved a contract extension to August 31, 2020 and an increase of
$27,000 to $62,000 total. The current increase is based on estimated $25,000 identified
requirement plus $5,000 for contingency. The extension of date through October 31 st will
allow for transition from CPS HR to new hire HR Manager.
FISCAL IMPACT:
The HR Manager position has a Step 3 annual salary of $128,018, plus Overhead, equates
to an annual amount of $251,811. CPS HR amended contract total of $90,000 is
$161,811 less than annual position total.
