HomeMy WebLinkAbout11 Substation TestingTRUCKEE DONNER Public Utility District MEETING DATE: October 7, 2020 TO: Board of Directors AGENDA ITEM #11 FROM: Sanna Schlosser, P.E., Electric Engineering Manager SUBJECT: Award of Contract for Substation Testing Services APPROVED BY Joe Horvath, Assistant General Manager/Electric Utility Director RECOMMENDATION: Authorize the General Manager to execute the Confirmation under the NCPA Support Services Agreement (Attachment 1), and all necessary documents, with Northern California Power Agency for the procurement of substation testing services from NorCal Power Services in the amount of $71,645, plus a 10% change order authorization, and associated NCPA fees of $685, for an amount not to exceed $79,494. DISCUSSION: Consistent with industry standards, formal in-depth testing of substation equipment should be performed every 5 years. This testing is a critical component in maintaining a safe, efficient, and reliable electric distribution system. While staff performs monthly visual inspections at all substations, Martis Valley Substation has not undergone in-depth testing within this interval and is due for testing. In addition, staff is developing a testing plan and schedule for remaining substations in future years. Staff contacted NorCal Power Services (NorCal) for a quote to perform substation testing services. NorCal provided a quote of $71,645 to perform this work (Attachment 1). Staff has reviewed the quote and determined that it is comprehensive and fulfills District requirements. In September 2020, Northern California Power Agency (NCPA) awarded a multi -year contract with NorCal for substation testing and other services as part of NCPA's Support Services Program Agreement (SSPA). Section 3.08.060 of District Code (Joint Purchasing with the State of California and other public agencies) permits the District to take advantage of other agencies' competitive bid procurement processes. As a NCPA member, the District can utilize the SSPA for support services. The SSPA was approved Page 1 of 2 by the Board on November 2, 2016. Through the SSPA, NCPA will administer the contract with NorCal on behalf of the District and NorCal will perform the work. Documentation for the proposed services from NorCal using the SSPA process is included as Attachment 1. This item is in support of the following objectives and goals identified by the District: 1.05.020 Objectives: 4. Provide reliable and high quality electric supply and distribution system to meet current and future needs. 6. Manage the District is an effective, efficient and fiscally responsible manner. 1.05.030 Goals: 4.5. Provide effective and efficient maintenance and replacement programs. 6.1. Utilize modern, cost effective work methods and equipment. FISCAL IMPACT: The Board approved Electric Department Operating Budget for FY20 included $216,845 for Substation Operations. As of 9/23/20, the District has spent about $154,000 of this budgeted amount, leaving $62,845 in the account. Sufficient funds remain in the FY20 Budget for the procurement of these proposed services. This is a Confirmation pursuant to the Support Services Program Agreement and subject to the terms and conditions of that agreement, except as expressly provided in this Confirmation. All capitalized terms have the meaning given to them in the Support Services Program Agreement. 2. The Participating Member for this Confirmation is the TRUCKEE DONNER PUBLIC UTILITY DISTRICT in the amount of not -to -exceed $78,809.00 for the NorCal Power Services LLC services described in paragraph 3. This amount includes $71,645.00 for the proposed services, plus a 10% contingency in the amount of $7,164.00. This is not a guarantee that the full amount will be paid to NorCal Power Services, but is merely a limit of potential expenditures for services under this Confirmation. 3. TRUCKEE DONNAR PUBLIC UTILITY DISTRICT requests the following described Support Services in the dollar amount specified above, as follows: NorCal Power Services LLC shall perform maintenance testing at the Martis Valley Substation as detailed in its proposal dated September 30, 2020, copy attached. 4. The Participating Member executing this Confirmation agrees to pay for the Support Services in the not to exceed amount specified in paragraph 2, above; plus, the Administrative Cost of $685.00 to develop the Confirmation and first month of administration in accordance with the provisions of the Support Services Program Agreement. The total amount expended under this Confirmation will not exceed �79,494.00. 5. A Security Account deposit is not required for this Confirmation.
