RECOMMENDATION:
Authorize a water conservation rebate of $18,750 to the Celtic Property Management,
manager/operator of Sierra Village Apartments complex to rebate the replacement of 150
old toilets with new low water use toilets.
BACKGROUND:
The District's conservation efforts include a water savings program targeting the
replacement of older toilets. The water efficient toilet rebate program as two options for
customers: a) toilet exchange coordinated through Western Nevada Exchange and b)
toilet rebate (E1 upgrade to a 1.28 GPF Toilet $100 rebate or E2 upgrade to a 1.11 GPF or
Dual Flush Toilet a $125 rebate)
Celtic Property Management, on behalf of Sierra Village on Martis Valley Rd, has
conducted extensive renovations for the 72 apartments, including toilet replacement,
appliance updating and lighting replacement. Sierra Village is an affordable housing
community funded by federal Low Income Housing Tax Credits serving the lower Area
Mean Income (AMI) residents of the town,
Each of the 72 apartments has 2 x 3+ GPF toilets to replace, plus another 6 toilets located
in public areas for a total of 150 toilets. Each toilet is being replaced with a Niagara 0.8
single flush, Ultra -High -Efficiency Toilet.
District management recommends a rebate for $18,750.00 (150 toilets @ $125 each).
This rebate amount requires Board approval.

This item is in support of the following objectives and goals identified by the District.
1.05.020 Objectives:
1. Responsibly serve the public;
5. Manage in an environmentally sound manner; and
6. Manage the District in an effective, efficient and fiscally responsible manner.
1.05.030 Goals:
1.1 Conduct the District's business in a legal, ethical, open, and transparent
manner;
5.2 Develop and implement a program of water and electric power use efficiency
and conservation; and
6.6 Develop appropriate financial procedures to assure responsible financial
management.
FISCAL IMPACT:
The Board approved Conservation Department Operating Budget includes $20,000 in
FY20 (GL account 2.4.908.80.786/789) for Water Efficient Toilets rebates/exchange costs.
As of September 30, 2020 the District has incurred $9,418 to this account. In 2019, toilet
program costs were $20,515 with $6,665 incurred in Q4. Forecast for 2020:

$8,168 or 40% over Budget for Toilet Exchange/Rebates
Toilet exchange and rebates program would be ceased for remainder of 2020, re -opening
