HomeMy WebLinkAbout11 Consideration for Approval of Airport Well Maintenance Change Order AGENDA ITEM____11____ Page 1 of 2 MEETING DATE: November 4, 2020 FROM: Brian Wright, Assistant General Manager/Water Utility Director SUBJECT: Consideration for Approval of Airport Well Maintenance Change Order APPROVED BY_______________________________ RECOMMENDATION: Authorize the General Manager to execute a change order for the 2020 Airport Well Maintenance Contract with Well Industries, Inc. in the amount of $24,694.32, for a revised total contract amount not to exceed $79,194.20 plus tax. DISCUSSION: Airport Well is one of the District’s most productive potable groundwater wells and an essential water source during the summer demand cycle. Historically, the well, pump, motor and line shaft require periodic inspection, maintenance and repair. The maintenance and repair typically includes shop inspection of pump and motor assemblies, inspection and/or replacement of pump line shaft, bearings and couplings as needed. Historically the District has also used these maintenance cycles as an opportunity to conduct video and axial alignment surveys. The District publicly advertised a request for bids for the 2020 Airport Well Maintenance Project in June, 2020. A public bid opening was held on July 7, 2020 at which time four responsive bids were received. Well Industries, Inc. was determined to be the lowest responsive bidder. At the July 15, 2020 meeting the Board approved a construction services contract for the 2020 Airport Well Maintenance Project with Well Industries, Inc. for a total not to exceed amount of $60,000. Well Industries, Inc. began the Airport Well Maintenance Project on September 21 st. Following the disassembly and inspection of the pump assembly, significant signs of wear and deformation beyond standard tolerances were discovered along the pump bowl assembly impellers. After further consultation with the contractor, it was determined the degree of wear is beyond acceptable tolerances for repair and that the procurement of a new assembly would be the most beneficial remedy. Page 2 of 2 Well Industries, Inc. has submitted to the District a quote for the procurement and installation of a new 10” Flowserve turbine bowl assembly, tapered suction assembly and replacement sounding tube materials for a total amount of $24,694.32. This amount exceeds the Board approved contract authorization and will require Board change order approval. This project is being conducted in support of the following District objectives and goals: 1.05.020 Objectives: 3. Provide reliable and high quality water supply and distribution system to meet current and future needs. 1.05.030 Goals: 3.4 Conduct effective and efficient operations, maintenance and replacement programs. FISCAL IMPACT: The original 2020 Airport Well Maintenance Contract was awarded to Well Industries, Inc. for $54,500. Plus a 10% change order contingency, with a total not to exceed contract amount of $60,000. The submitted change order request for the replacement of the existing pump bowl assembly includes an additional procurement amount of $24,694.20, and a new total contract amount not to exceed $79,194.20 plus tax. Sufficient funds exist in the Board approved FY20 Water Operations Budget, which included $101,100 for well maintenance projects in 2020.
