HomeMy WebLinkAbout12 Action, Emergency Procurement Update AGENDA ITEM # 12 Page 1 of 2 MEETING DATE: December 2, 2020 TO: Board of Directors FROM: Joe Horvath, P.E., Assistant General Manager / Electric Utility Director SUBJECT: Continue the Emergency Procurement of Transformer Bushings for Martis Valley Substation APPROVED BY_______________________________ Joe Horvath, P.E., Assistant General Manager / Electric Utility Director RECOMMENDATION: Continue the emergency procurement of transformer bushings for Martis Valley Substation. DISCUSSION: This is an action item for the Board per District Code on the emergency procurement approved at the November 18, 2020 Board meeting. Under contract with the District, NorCal Power Services (NCPS) performed equipment testing for the major electrical apparatus at Martis Valley Substation in early November. Unfortunately, the 120kV bushing insulators on the power transformers failed testing. NCPS recommended immediate replacement of these bushings as they can fail catastrophically. The General Manager declared an emergency situation per District Code Section 3.08.100 on November 11th to expedite procurement and replacement of these transformer bushings. The Board ratified this action at the November 18 th meeting. Replacement bushing were ordered on November 16 th and staff expects delivery no later than the end of the first week of December. Installation will require 2 to 3 days of clear and dry weather conditions. Staff expects that the installation work will be complete by December 11th and that Martis Valley Substation can be on-line and serving load by no later than December 15th. Staff anticipates bringing an action item for Board consideration at the first meeting in January, 2021 to close out the emergency situation. This item is in support of the following objectives and goals identified by the District: Page 2 of 2 1.05.020 Objectives: 4. Provide reliable and high quality electric supply and distribution system to meet current and future needs. 1.05.030 Goals: 4.5. Provide effective and efficient maintenance and replacement programs. 4.6. Provide an effective, efficient, and safe operations program.
