�. CALL TO OR®ER The meeting of the Board of Directors of the Truckee Donner Public Utility
District was called to order at 6:00 P.M. in the TDPUD Board room by President Bender,
2. ROLL CALL Directors: Paul Warmerdam, Bob Ellis, Vice President Tony Laliofis, and
President Jeff Bender.
Absent: Director Joe Aguera.
EMPLOYEES PRESENT: Steven Poncelet, Steve Hollabaugh1 Regina Wise, Kim Harris,
Jeremy Popov, Brian Wright, Ian Fitzgerald, Michael Holley, and Shanna Kuhlemier.
CONSULTANTS PRESENT —Steve Gross, District Counsel
OTHERS PRESENV —Jack and Emilie Kashfan

General Manager Michael Holley led the Pledge of Allegiance.
President Bender called for public comment.
Emilie Kashtan stated:
�Nanted to disc�!ss t��ith the Board the TDPUD graded roadway that was placed on the
Montano property.
® Truckee Planning Commission approved a land use permit that contained conditions.
o Montano voided the permit and the PUD subsequently put in a road.
o The road completed in 2004 did not adhere to Town of Truckee, Caltrans, nor
Lahontan requirements pertaining to drainage.
® TDPUD staff has refused to hold a public meeting regarding this roadway.
o Now the PUD has claims submitted by citizens, and those claims are denied
due to an assertion by the TDPUD, that there was not a roadway erected.
o Clearly there is a road across a hillside which any engineer knows is incorrect.
o This needs to be rectified.
® Participated in a committee for the Donner Lake Water "take over" and this was never
discussed during that project.
Citizens have been impacted.
a The TDPUD is potentially exposed to liability for questionable activity.
• I have provided a package, with supporting documentation of the road and erosion.
® Staff is bringing you a workshop item tonight regarding how to better communicate.
This particular issue has been going on for over 17 years, without communication.
® Request the board to do a full review of the situation and include owners.

Director Ellis asked what Mrs. Kashtans recommendations would be?
Emilie stated:
® Town of Truckee did a negative declaration which determined conons on Montano
project.
® Those are strategic conditions to ensure downhill properties are not damaged.
® Directed the District to follow the clean water act and endure compliance, pointing out
this act is Federal.
® Requested the District be a good neighbor.
Director Ellis requested digital copies be emailed to Shanna.
President Bender closed public comment.

Director Warmerdam attended the Annual UAMPS Conference. This was great information on
the industry.
Director Ellis attended the Annual DAMPS Conference. Found the conference enlightening.
Vice President Laliotis provided the welcome opening speech at the Annual UANIPS Confer-
ence. Thanked staff for the representation at the conference.
7. Consideration to Revise an Authorization Amount for the Purchase of Water Meters and
Meter Transmitter Units (Minute Order 2017-37).
Authorize the purchase of meters and M T Us as necessary in an amount not to exceed
$150,000 per fiscal year.
President Bender called for public comment, there were none.
Vice President Laliotis moved, and Director Ellis seconded, that the Board approve the consent
calendar. The motion passed unanimously (4-0), by a roll call vote. Director ,4guera was ab-
sent.
8. Discussion of FY18 & FY19 Budget: Objectives, Goals, Assumptions, Labor, and Debt
Regina Wise provided a presentation which is available upon request.
President Bender called for public comment, there were none.
Director Comments:
o Debt for the electric and water utilities is decreasing about a million a year.

® Appreciate the information and organizational charts, this helps the Board weed through
the purposed changes.
® Customer service and conservation changes are good for overall resources.
® Requested staff review with the Board the water rate graphs and projections at a future
budget meeting.
General Manager, Michael Holley noted:
• 2020 inflation is looking at 3% and the District has reserves, however with the salary
survey and the General Managers retirement, the District will have some a change
in management.
® Currently the General Manager serves at the Water Department director, this will
change in 2020. The water superintendent will move up to director, however, staff is
not currently seeing filling the water superintendent at that time.
• The District gets more efficient as we move into the future.
® The 3% inflation target is conservative and we may adjust accordingly.
® Our industry inflation on parts and supplies is over the 3% number;
national inflation number is falling below that.
9. The Best Water Right From Your Tap
Steven Poncelet provided a presentation which is available upon request.

® The District has not heard back from the State on the Alternative Plan; however, they
have two years to reply. The Alternative Plan was submitted at the end of 2010.
® The video is a great advertising piece.
® Our efforts for quality and stewardship of the basin is a great story of our successes
® Agreed, Truckee has the best water from our tap.

Ian Fitzgerald provided a presentation which is available upon request.
President Bender called for public comment, there were none.
Director Comments:
® The largest challenge the District faces in protection or infiltration is our employees and
our email service. The District has mitigated the compromised system using Virtual
Desktops (VDI). Once an employee is compromised they log out and the VDI fixes it.
® Employees use VDI to log into laptops, so encrypting them is not needed.
® VDI facilitated proper accreditation for security.
o The IT Master Plan needs an efficiency matrix included within it.
o The District spends a reasonable amount of money in IT and it is important to tie
to efficiencies.
® Appreciates the fact that our IT staff leads in the industry and does not follow.

11. Treasurers Report: August 31, 2017.
a) Approval of the Treasurers report of fund balances as of July 31, 2017,
President Bender called for public comment, there were none.
Vice President Laliotis moved, and Director Ellis seconded, that the Board approve the fund
balances. The motion passed unanimously (4-0). Director Aguera was absent.
b) Approval of disbursements for August 2017.
President Bender called for public comment, there were none.
Director Warmerdam moved, and Vice President Laliotis seconded, that the Board approve the
fund balances and the disbursements. The motion passed unanimously (4-0). Director Aguera
was absent.
12. Approval of Minutes August 2, 2017.
President Bender called for public comment, there were none.
Director Ellis moved, and Director Warmerdam seconded, that the Board approve the minutes.
The motion passes unanimously (4-0). Director Aguera was absent.

President Bender recused from Item 15 for on potential conflict of interest, and left the meeting
at 9:00 p.m.

at 8:00 p.m. The motion passed unanimously (3-0). Director Aguera and President Bender
were absent.
There being no further business before the Board, the meeting was adjourned at 10:02 p.m. to
the next scheduled meeting of the Truckee Donner Public Utility District on September 6, 2017
at 6:00 p.m.
