Ordinance No. 2021 - 03
SETTING ELECTRIC RATES AND ESTABLISHING A
100% RENEWALBE ENERGY RATE OPTION FOR FY22 AND FY23
WHEREAS, the District retained EES Consulting, Inc. (EES Consulting) to conduct a Cost of
Service Analysis (COSA) electric retail rate design update; and
WHEREAS, the District also tasked EES Consulting with developing a 100% renewable energy
retail rate option, leveraging cost of service principals to support a 100% renewable energy rate
option; and
WHEREAS, EES Consulting completed the COSA including an electric retail rate study and
recommended an option to fairly allocate the cost of service to the District’s customers through
increased rates; and
WHEREAS, EES Consulting completed the rate design for an optional 100% renewable energy
rate using a cost of service approach; and
WHEREAS, a public workshop was held on November 3, 2021 to receive comments and review
the proposed electric rate increases and an optional 100% renewable energy rate; and
WHEREAS, notice of a public hearing for the proposed electric utility rate increases and
optional 100% renewable energy rate was publicly advertised on November 19th and 26th,
2021; and
WHEREAS, a public hearing was held on December 1, 2021 to receive public comments on
the proposed electric rate increases and optional 100% renewable energy rate; and
NOW, THEREFORE, BE IT ENACTED, by the Board of Directors of the Truckee Donner Public
Utility District as follows:
Section 1. If no protest is made pursuant to Public Utilities Code Section 16078, then the terms
of this ordinance shall be effective 30 days after adoption by the Board of Directors of the
District. Effective December 31, 2021, the following monthly electric rates shall be implemented
January 1, 2022.
Domestic Electric Rates: Permanent Residents

Section 3. The Clerk of the District shall immediately cause a copy of this ordinance to be
published in a newspaper of general circulation and posted in three places within the District.
Section 4. The provisions of other Ordinances shall remain if effect to the extent that they do
not conflict with this ordinance.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District
at a meeting duly called and held within the District on the first day of December 2021 by the
following roll call vote:
