Call to order 2. Roll Call 3. Pledge of Allegiance 4. Changes to the agenda 5. Public Comment – This is time set aside for the public to address the Board on any matter not on the agenda. Testimony related to any agendized matter should be addressed at the time that that item is considered. (The public may comment on any subject that is not on the agenda. Each speaker will be limited to three minutes, but speaker time may be reduced at the discretion of the Board President if there are a large number of speakers on any given subject.) DIRECTOR UPDATE 6. This item provides time for Directors to comment on any item within the purview of the District. GENERAL MANAGER UPDATE 7. This item provides time for the General Manager to update the Board. ACTION 8. Consideration of Resolution 2021-18, Commending Mr. Steve Roden for his many years of service. Adopt Resolution 2021-18 commending Mr. Steve Roden for his many years of service on the occasion of his retirement from the District. 9. Consideration of the Draft Electric Utility Cost of Service Analysis and 100% Green Energy Rate Study. A) Provide input to staff on the Draft Electric Utility Cost of Service Analysis and 100% Green Energy Rate Study. B) Schedule a public hearing at the regularly scheduled District Board Meeting on December 1, 2021 at 6:00 PM, or as soon thereafter, for the purpose of receiving input on the adoption of proposed Electric rate increases and a new 100% Green Energy rate. A) Conduct a public hearing on the FY2022 and FY2023 Budget; and B) Adopt Resolution 2021-21 approving the FY2022 and FY2023 budget as recommended by staff. CONSENT CALENDAR 11. Consideration of the Final Closeout of the District Pipeline Replacement – 2021 Construction Contract. Adopt Resolution 2021-19 accepting the District Pipeline Replacement – 2021 project as complete and authorize the filing of the Notice of Completion. 12. Consideration to Update District Code Title 3, Chapter 3.0. Adopt Resolution 2021-20, Updating District Code Title 3, Chapter 3.01, Financial Goals. WORKSHOP 13. Workshop on Conservation and Sustainability Programs. Provide feedback and direction to staff on the District’s current and future conservation and sustainability programs. ROUTINE BUSINESS 14. Approve the Treasurer’s Report November 2021. a) Fund Balances for the Month Ended in August 31, 2021. b) Disbursements for the Month September 30, 2021. 15. Approve the Minutes of October 6, 2021, and October 20, 2021. ADJOURNMENT The agenda is available for review at the TDPUD administrative office and the District’s internet website.
