Resolution No. 2021-22
Declaring the 2021 Storm Event an Emergency
and Authorizing Emergency Procurements
WHEREAS, The Board of Directors declared the storm event for the week of December 13, 2021 an
emergency; and
WHEREAS, the District’s electric infrastructure is critical to the power distribution through Truckee;
and
WHEREAS, the storm events of the week of December 13, 2021 caused widespread and extensive
damage to the District’s system; and
WHEREAS, the repair of the system required additional tree service crews and on-call mutual aid
through existing agreements; and
WHEREAS, District Code 3.08.10 adopted by the Board of Directors created a policy in an
emergency which delegated authority in the case of an emergency to the General manager to repair
or replace the District’s facilities, and take any related and immediate action required by that
emergency to procure the necessary equipment, services, and supplies for that purpose; and
WHEREAS, on December 14, 2021 the General Manager directed staff to take immediate action to
procure services for the repairs of the storm damage; and.
WHEREAS, On December 14, 2021 the General Manager notified the Board of Directors the
reasons and justification of such emergency action; and
NOW THEREFORE BE IT RESOLVED, by the Board of Directors of Truckee Donner Public
Utility District that the District adopt the above recitals and its findings; and
BE IT FURTHER RESOLVED by the Board of Directors that for the reasons set forth above, the
District finds that the situation has created an emergency and it is necessary to complete the repairs
as expeditiously as possible to respond to the emergency; and
BE IT FURTHER RESOLVED by the Board of Directors that it hereby delegates the authority to take
all necessary actions to the General Manager; and
BE IT FURTHER RESOLVED that the Board of Directors hereby approves and ratifies all actions
taken by the General Manager
BE IT FURTHER RESOLVED that the District shall review the emergency action at its next regularly
scheduled meeting and, at every regularly scheduled meeting thereafter until the action is terminated
to determine whether there is a need to continue the action.
