Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract with AVEVA Select California to provide thirty replacement operator interface terminals (OITs) in the amount of $41,550 plus a ten percent change order allowance for a total not to exceed $45,705. BACKGROUND: In 2012, the District embarked on the Water Supervisory Control and Data Acquisition (SCADA) Replacement Project. The purpose of the project is to replace the aging and proprietary Sandel-Avery water SCADA System. SCADA Systems generally last thirty years and components are upgraded or replaced as needed or have run their useful life. OIT’s, are computer interfaces tasked with a specific function in mind. They are designed for utility operator use, enabling key adjustments to utility operating parameters. The OITs provide access to specific data and functions in a manner that allows the operator to collect information or implement programming changes without requiring logic control programming expertise. When the District’s SCADA replacement project began, the original OITs ran the current operating system (OS), Microsoft’s (MS) Windows Embedded 7. This version is no longer supported for critical security updates. The recent OS upgrade includes MS Windows 10 LTSB, requiring larger OIT hard drives. The new OITs specifications will include an increased hard drive capacity (256GB), sufficient to support future OS upgrades when it becomes necessary. Page 2 of 2 The District publicly advertised a request for bids for the Operator Interface Terminal Replacement. A bid opening was held on January 17, 2022. One bid was received: TOTAL AMOUNT OF BID Bidder Location Amount Responsive AVEVA Select California Healdsburg, CA $41,550 Yes Staff has reviewed the received bid for compatibility with District standards and specifications, and has determined AVEVA Select California to be the lowest responsive bidder. FISCAL IMPACT: The cost proposal from AVEVA Select California is $41,550. It is recommended that a ten percent change order allowance of $4,155 be established for a total authorization of $45,705. The FY2022 approved Water Budget included $100,000 under work order 22-95098 Water SCADA Upgrades. ATTACHMENTS: NONE.
