SUBJECT:Consideration of a Professional Services Contract for Grant
Writing Services

RECOMMENDATION:
Authorize the General Manager to execute a professional services contract for grant
writing services with iParametrics in an amount not to exceed $60,000; and authorize the
General Manager to execute any ancillary agreement with Northern California Power
Association (NCPA) as needed for program participation.
ANALYSIS:
In recent years, the District has been more active in exploring grant opportunities. In 2020,
the District successfully applied for and was awarded a grant in the amount of $300,000 for
an emergency power supply generator at Martis Valley Well. At the same time, the District
also embarked on a strategic plan. The strategic plan provided clear goals and purpose, in
addition to Board adopted initiatives. Many of the goals and initiatives identified within the
strategic plan require initial feasibility studies, project development and professional
services within the qualifying scope of various grant opportunities. With the many state
and federal monies available through many grant channels, the District may qualify for
financial assistance with our many projects creating public benefit.
Utilizing Northern California Power Agency (NCPA) professional procurement practices,
the District identified iParametrics as the preferred grant writing professional organization.
iParametrics was founded in 2003 to provide a diverse range of advisory services. They
provide multi-faceted solutions in the areas of emergency and risk management, decision
and analytical sciences, and program and cost consulting. iParametrics has extensive
experience on a wide range of projects supporting federal, state, and municipal

government programs.
iParametrics will prepare a strategy and a marketing overview based on the District’s
Electric System Master Plan and Water Infrastructure Capital Improvement Plan, helping
TDPUD to educate local, state, and federal elected leadership on our needs as well as to
aid in the identification of grant opportunities. iParametrics proposes using the following
deliverables:
•Review TDPUD’s Electric System Master Plan, Water Infrastructure Capital
Improvement Plan, and other documents
•Meet with key organizational leaders to understand the strategic needs of
TDPUD
•Review known state and federal grants for possible capture
•Create a strategic grant capture plan along with a one-page marketing sheet
targeted at key State and federal leaders
Iparametrics’ approach to the project provides a District publication/profile with
supporting documentation, including; financials reports, capital improvement plans, and
strategic plan creating identifying grants to augment our projects.

FISCAL IMPACT:
The recommended professional services agreement includes a cost proposal of $60,000.
This recruitment cost was included in the FY22 budget.
