SUBJECT: Consideration of a Water SCADA Remote Terminal Unit
Procurement 2022

RECOMMENDATION:
Authorize the General Manager to execute a contract with George T. Hall to provide three
new remote terminal units (RTUs) in the amount of $62,358 plus a ten percent change
order allowance for a total not to exceed amount of $68,594.
BACKGROUND:
In 2012, the District embarked on the Water Supervisory Control and Data Acquisition
(SCADA) Replacement Project. The purpose of the project is to replace the aging and
proprietary Sandel-Avery water SCADA System. SCADA Systems generally last thirty
years and components are upgraded or replaced as needed or have run their useful life.
The next phase of the project includes Donner Creek irrigation well and Fiberboard
irrigation well. In 2022 staff anticipates these two sites will be commissioned necessitating
the acquisition of two additional RTUs.
The third RTU is for the new Pioneer Trails booster station project currently in the
engineering design phase, with an anticipated construction timeline beginning in the
summer of 2022 and completion in the fall of 2023.

The District publicly advertised a request for bids for the 3 new RTU assemblies. A bid
opening was held on March 16, 2022. Two bids were received:

Staff has reviewed the received the bids for compatibility with District standards and
specifications, and has determined George T. Hall to be the lowest responsive bidder.
This project is in alignment with the following District goals and objectives.

FISCAL IMPACT:
$22,865 of the procurement cost will be charged to the 2023 Budget project, Pioneer Trail
Pump Station, with Budget of $2.5 million. Sufficient Water funds exist to afford the timing
of this project’s expenditure in 2022, ahead of the planned in 2023 procurement.
$45,729 will be charged to 2022 Water SCADA project. The 2022 Budget for capital
projects included $100,000 for Water SCADA project. 2022 Year to Date costs incurred
are $63,194, consisting primarily of internal labor charges. Including the two RTUs
equates to $108,194.
Further, the 2022 Budget for Water SCADA project has been identified as insufficient to
complete the identified Water SCADA capital improvements identified for 2022. The total
amount for Water SCADA project in 2022 is estimated at $650,000. This variance to
budget of $550,000 can be afforded due to the timing of various projects budgeted in 2022
that will shift to 2023 and thereafter.
