Wright, General Manager RECOMMENDATION: Approve of the 2022 represented Wage Range Schedule as presented. BACKGROUND: During the Board review and approval process for the FY2022-23 Budget, 3 proposed new IBEW 1245 represented positions were included for consideration and approval. Each of these additional positions were proposed and included in the budget to address expanding operational needs due to increasing maintenance and regulatory compliance requirements. At the time of approval, staff informed the Board that once the new positions were fully developed, there would be an opportunity to review the role and salary classifications of each of the positions. The FY2022 represented Wage Range Schedule that was approved by the Board during the January 5, 2022 meeting did not include the 3 new positions. The proposed FY2022 represented salary schedule has been updated to include the new positions approved in the FY 22/23 budget. The represented salary schedule is provided as Attachment 1. The new positions approved in the FY2022-23 Budget and added to the FY2022 represented salary schedule include: 1.Facilities Maintenance Foreman – This position reports directly to the General Services Manager and will perform a wide variety of semi-skilled and/or skilled tasks related to the maintenance, construction, operations and repair of District buildings, equipment, and/or related facilities. The position will also manage Page 2 of 2 contracted support services and supervise the Facilities Maintenance Technician. One of the key responsibilities will be coordinating the maintenance and repair of the District’s main office facilities and more than fifty water and electric utility facilities. 2.Meter Maintenance And Water Loss Coordinator – This position will report directly to the Water Operations Manager and perform a wide variety of semi- skilled and/or skilled tasks related to the installation, maintenance, testing, repair and troubleshooting of water utility metering and leak detection programs. The State of California has recently initiated new regulatory and water loss performance standards requiring significantly more water meter testing and leak detection efforts. This position will be tasked with coordinating this efforts through in-house and contracted services. 3.Water Utility Motor Control and SCADA Technician – This position will report directly to the Water Operations Manager and perform a wide variety of journey- level skilled and semi-skilled tasks related to the installation, maintenance, troubleshooting, repair, construction, and operation of the water utility pump motors, electric panels, motor control centers, and electrical systems. This position performs inspections, installations, maintenance and repairs of the District’s water utility instrumentations, controllers, and electrical components associated with Supervisory Control and Data Acquisition (SCADA) systems, Remote Terminal Units (RTU), and Programmable Logic Controllers (PLC). This addition to the water utility operations crew will enhance the efficacy of the District’s pump and motor predictive maintenance programs, as well as SCADA system maintenance and repairs. Developing and inclusive culture drives organizational integration and success FISCAL IMPACT: The Board approved FY22-23 Budget included the 3 new positions as presented in the proposed updated FY2022 represented Wage Range Schedule, therefore there is no additional fiscal impact.
