6.56.050rTestinaandMainteFeesandChargesn1nD.Thepurposeofthispolicyisto:1.ProtecttheDistrict’spotablewatersupplyfromthepossibilityofcontaminationorpollutionbyisolatingwithinthecustomer’sinternaldistributionsystem(s)orthecustomer’sprivatewatersystem(s)anycontaminantsorpollutantswhichcouldbackflowintothepublicwatersystems.2.Promotetheeliminationorcontrolofexistingcross-connections,actualorpotential,betweenthecustomer’sin-plantpotablewatersystemandnon-potablewatersystem,plumbingfixturesandindustrialpipingsystems.3.Provideforthemaintenanceofacontinuingprogramofcross-connectioncontrolwhichwillsystematicallyandeffectivelypreventthecontaminationorpollutionofallpotablewatersystems.RATheDistrictshallhaveabackflowventionandcros-’•’whichmeetsorexceedsallStateandFederalrulesandregulations.6.56.020DistrictResponsibilitiesTheDistrictshallberesponsiblefortheprotectionofthepublicpotablewaterdistributionsystemfromcontaminationorpollutionduetothebackflowofcontaminantsorpollutantsthroughthewaterserviceconnection.ItistheresponsibilityoftheDistricttoevaluatethehazardsbeyondtheserviceconnectioninacustomer’swatersystemtodeterminewhetherpollutantsorcontaminantsare,ormaybe,handledonthecustomer’spremisesinsuchamannerastopossiblypermitcontaminationofthepublicwatersystem.TheDistricthastherighttodisconnectservicetoanycustomerwhosewatersystemmaypotentiallyharmthepublicwatersystem.Whenahazardorpotentialhazardtothepublicwatersystemisfoundorsuspected,thecustomershallberequiredtoinstallanapprovedbackflowpreventionassemblyateachpublicwaterserviceconnectiontothepremisesinaccordancewithDistrictrulesandregulations.TheDistrictshallnotberesponsibleforanylossordamagedirectlyorindirectlyresultingfromorcausedbytheproper,improperornegligentinstallation,operations,use,repairormaintenanceof,orinterferingwith,anyprotectivedevicebyanycustomeroranyotherperson...‘nnectioncontrolprogrpm n’,1•D;6.56.030.1ThecustomershallberequiredtofurnishDistrict,andkeepingoodworkingordc-an4-’assemhAII.customer.6.56.030.2Allbackflowpreventionassembliesshallbetestedatthetimeofinstallationandannuallythereafter.Intheeventofhighhazardinstallations,theDistrictmayrequiremorefrequenttesting.BackflowpreventionassembliesshallbetestedbyacertifiedbackflowpreventionassemblytesterandtestreportsshallbesubmittedtotheDistrict6.56.030.3Intheeventthatabackflowpreventionassemblyisfoundtobedamaged,defectiveoroperatingimproperly,itshallberepairedorreplacedbythecustomer.6.56.030.4Thecustomershallnotbypassorrenderinoperativeanybackflowpreventionassembly.Ifabackflowpreventionassemblyistemporarilyremovedforrepairorotherreason,thecustomershallprovideanapprovedbackflowpreventionassembly,testedbyacertifiedbackflowpreventionassemblytesteratthetimeofinstallation.6.56.030.5Thecustomeristomaintainanadequateheatsourcetoanybackflowpreventionassemblyhousingsinordertopreventcoldweatherfromaffectingtheoperationoftheassembly.6.56.030.6Oncenotifiedoftheneedtoinstallabackflowpreventionassembly,thecustomershallimmediatelyinstallsuchapprovedassemblyatthecustomer’sownexpense.Failure,refusalorinabilityonthepartofthecustomertoinstall,havetestedandmaintainsaidassemblyshallconstitutesufficientgroundsfordisconnectionofwaterservicetothepremisesuntilsuchrequirementshavebeensatisfactorilymet.6.56.040ProtectiveDevicesRequiredTheprotectionrequiredtopreventbackflowintothepublicwatersystemshallbecommensuratewiththedegreeofhazardthatexistsonthecustomer’spremises.TheDistrictshalldeterminethetypeofbackflowpreventionassembly.6.56.050TestingandMaintenanceAllbackflowpreventionassembliesshallbetestedannuallytoassureproperoperation.Ininstanceswhereahazardisdeemedgreatenough,testingmayberequiredatmorefrequentintervals.SuchintervalsshallbedeterminedbytheDistrict.Thecustomershallbearallcostsofdevicetesting.Thecostofanymaintenancerequiredasaresultofinspectionsortestingistheresponsibilityofthecustomer.Maintenancedlt:;condition.andinstall,inaLIILanyandaHJIItzI-UIUI\IIUWjJILVIILIUIIassemiiesiumaintaineduyapprovedbytheI_..,facKtiowpreventior workshallbeperformedbyprivatecontract.Recordsofinspections,testingorrepairsshallbekeptbytheDistrictandmadeavailabletotheappropriateregulatoryagencies.TheDistrictshallnotifythecustomerwhentestsarerequiredandsupplythenecessarytestformsandinstructions.Theseformswillbecompletedbythecertifiedbackflow-preventiontesterandreturnedtotheDistrictbythedateindicated.Ifadeviceisfoundtobeinnon-compliancebyinspectionand/ortesting,thecustomershallbenotifiedinwriting.Thecustomershallcorrectanydeficiencywithin15calendardaysofnotification,atwhichtimetheinspectionshallberepeated.TheDistrictshalldisconnectwaterserviceifabackflowpreventiondevicehasfailedtobetestedproperlyorproperlymaintainedorinstalled.Notificationofintenttoterminatewaterserviceshallbecommensuratewiththehazardtopublichealthandmaybedeliveredtothetenant,owner,orbothasthesituationrequires.6.56.060FeesandChargesBackflowpreventiondevicesshallbesubjecttofeesandchargestoallowtheDistricttorecoverthecostsofadministeringthebackflowpreventionprogram.SuchfeesandchargesshallbepostedinascheduleapprovedbytheDistrict’sBoardofDirector’s.Chapter6.56BACKFLOWANDCROSS-CONNECTIONCONTROLPROGRAMSections:6.56.010Purpose6.56.020Authority6.56.030Definitions6.56.040Responsibilities6.56.050BackflowAssemblyRequirements6.56.060TestingandMaintenance6.56.070ConstructionWater6.56.080ProgramEnforcement6.56.090FeesandCharges6.56.010PurposeThepurposeofthispolicyisto:1.ProtectthepublicpotablewatersupplyservedbytheTruckeeDonnerPublicUtilityDistrict(TDPUD)fromthepossibilityofcontaminationorpollutionbyisolating,withinitscustomersinternaldistributionsystem,suchcontaminantsorpollutantswhichcouldbackfloworback-siphonintothepublicwatersystem.2.Promotetheeliminationorcontrolofexistincicross-connections,actualorpotential,betweenthecustomer’sin-plantpotablewatersystem,andnon-potablewatersystems 3.Implementaneffectiveandsustainablecross-connectioncontrolprogramincompliancewiththeCaliforniaAdministrativeCode,Title17andtheFederalSafeDrinkingWaterAct.4.PromotetheeducationofTDPUDwaterutilitycustomersinthepresenceorpotentialpresenceofwatercontaminationorpollutionhazards.6.56.020Authority1.TheFederalSafeDrinkingWaterActof1974identifiesthewaterpurveyorashavingtheprimaryresponsibilityforpreventingwaterfromunapprovedsources,oranyothersubstances,fromenteringthepublicpotablewatersystem.2.TheCaliforniaAdministrativeCode,Title17,subsection7584indicatesthatthewatersuppliershallprotectthepublicwatersupplyfromcontaminationbyimplementationofacross-connectioncontrolprogram.2.TheTruckeeDonnerPublicUtilityDistrict,RulesandRegulations,adopted6.56.030DefinitionsForthepurposesofthischapter,thefollowingtermsshallbedefinedas:(a)AirGapSeparation—aphysicalseparationbetweenthepotablewatersupplylineandareceivingvessel.Theseparationdistanceshallbeaminimumoftwicethediameterofthereceivingvessel.(b)AmericanWaterWorksAssociation-ShallbesynonymouswithAWWA(c)ApprovedWaterSupply—potablewatersuppliedandconveyedbytheTruckeeDonnerPublicUtilityDistrict(TDPUD)(d)ApprovedBackflowPreventionAssembly-Anassemblythatisaccepted,atthetimeofinstallation,bytheUniversityofSouthernCaliforniaFoundationforCross-ConnectionControlandHydraulicResearchbasedonafavorablefieldandlaboratoryreport;onthecurrentUSC-FCCCHRListofApprovedListofBackflowPreventionAssembliesatthetimeofinstallation.(e)AtmosphericVacuumBreakerAssembly-anassemblycontainincanairinletvalve,acheckseatandanairinletport(s).Theflowofwaterintothebodycausestheairinletvalvetoclosetheairinletport(s).(f)AuxiliaryWaterSupply—anywatersupplyotherthanthatreceivedfromtheTruckeeDonnerPublicUtilityDistrict(TDPUD)(g)AWWAStandard—officialstandarddevelopedandapprovedbytheAmericanWaterWorksAssociation(AWWA)(h)Backflow-Theundesirablereversalofflowofwaterormixturesofwaterandotherlicuids,gasesorothersubstancesintothedistributionpipesofthepotablewatersupplyofwaterfromanysourceorsources.(i)California-NevadaSectionAmericanWaterWorksAssociation-ShallbesynonymouswithCA-NVAWWA(I)CertifiedBackflowPreventionAssemblyTester-anindividualwhoiscertifiedbytheCA-NVAWWAtotestbackflowpreventionassembliesinNevadaCountyand/orPlacerCounty.(k)Contaminant-anysubstancethatshallimpairthequalityofwater,insuchawayastocreateanactualhazardtothepublichealth. (I)ConstructionWater-anywater,potableorotherwise,thatisbeingutilizedforconstructionpurposes(dustcontrol,excavation,compaction,grading,etc.)(m)Cross-Connection—anunprotectedactualorpotentialconnectionbetweenapotablewatersystemandanysourceorsystemcontainingunapprovedwaterorasubstancethatisnotorcannotbeapprovedassafeandpotable.(n)Cross-ConnectionControlProgramInspector—RepresentativedesicinatedbytheTDPUD,toreviewandapprovetheinstallationandtestinciofbackflowpreventionassemblies,andtoconductcross-connectionsitesurveyswithintheTDPUDwaterserviceboundaries.to)DegreeofHazard-eitherapollutant(non-healthhazard)oracontaminant(healthhazard);derivedfromtheassessmentofthematerials,whichmaycomeincontactwiththedistributionsystemthroughacross-connection.(p)DirectCross-Connection—Across-connectionwhichissubiecttobacksiphonageandbackpressure.(q)DistributionSystem—ShallbesynonymouswithTDPUD’swaterdistributionsystem.(r)District-ShallbesynonymouswithTruckeeDonnerPublicUtilityDistrict(TDPUD)(s)DoubleCheckValveBackflowPreventionAssembly(DC)—anassemblyofatleasttwoindependentlyactinQ,approvedcheckvalves,includingtightlyclosingresilientseatedtestcocks.(t)HealthAgency-TheCaliforniaDepartmentofPublicHealth(u)IndirectCross-Connection—Across-connectionthatissubjecttobacksiphonaqeonly.(v)Non-potableWater—Awatersupplywhichhasnotbeenapprovedforhumanconsumptionbythehealthagencyhavinçjjurisdiction.(w)PointofServiceConnection—theterminalendofaserviceconnectionfromthepublicwatersystem.ThepointatwhichtheTDPUDnolongermaintainssanitarycontrol(downstreamsideofthewatermeter,metertubeassembly,orservicevalvebox).(x)Pollutant-anysubstancethatshallimpairtheciualityofthewatertoadegreewhichdoesnotcreateahazardtothepublichealthbutwhichdoesadverselyandunreasonablyaffecttheaestheticqualitiesofthewaterfordomesticuse.(y)PotableWater-WaterwhichhasbeeninvestigatedbytheCaliforniaDepartmentofPublicHealthandhasbeenapprovedforhumanconsumption.(z)PressureVacuumBreakerBacksiphonagePreventionAssembly(aa)ReadilyAccessible-capableofbeincreachedfortestinçjand/ormaintenance,withouttheneedofremovinganyaccesspanel,door,orsimilarobstruction(bb)ReducedPressurePrincipleBackflowPreventionAssembly(RP)-anassemblycontainingtwoindependentlyactingapprovedcheckvalvestogetherwithahydraulicallyoperating,mechanicallyindependentpressuredifferentialreliefvalvelocatedbetweenthecheckvalvesandatthesametimebelowthefirstcheckvalve(USCFCCCHR)(cc)SWRCB—StateWaterResourcesControlBoard (Ud)Utility—ThetermutilityshallmeantheTruckeeDonnerPublicUtilityDistrict(TDPUD)(ee)UPC—UniformPlumbingCode(If)USCManualofCross-ConnectionControl-Manualofcross-connectioncontrolstandardspublishedbyUSC-FCCCHR(gg)USC-FCCCHR—UniversityofSouthernCalifornia,FoundationforCross-ConnectionControlandHydraulicResearch6.56.040Responsibilities6.56.040.01DistrictResponsibilityTheTDPUD(WaterSupplier)shallprotectthepublicwatersupplyfromcontaminationbyimplementationofacross-connectioncontrolprogram.Theprogram,oranyportionthereof,maybeimplementeddirectlybytheTDPUDorbymeansofacontractwithanapprovedagency.TheTDPUD’scross-connectioncontrolprogramshallforthepurposesofaddressingtherequirementsofCaliforniaAdministrativeCode,Title17,Sections7585through7605include,butnotbelimitedto,thefollowingelements:a.)Theadoptionofoperatingrulesand/orordinancetoimplementthecross-connectionprogram.b.)Theconductingofsueystoidentifywateruserpremiseswherecross-connectionsarelikelytooccur.c.)Theprovisionsofbackflowprotectionbythewateruserattheuser’s/owner’sconnectionorwithintheuser/owner’spremisesorbothd.)Theprovisionofatleastonepersontrainedincross-connectioncontroltomanagethecross-connectionprogram.e.)Theestablishmentofabackflowpreventionassemblytestingprocedureorsystemf.)Themaintenanceofrecordsoflocations,tests,andrepairsofbackflowpreventionassemblies.Whenahazardorpotentialhazardtothepublicwatersystemisfoundorsuspected,thecustomershallberequiredtoinstallanapprovedbackflowpreventionassemblyateachpublicwaterserviceconnectiontothepremisesinaccordancewiththeDistrictrulesandregulations.TheDistrictshallnotberesponsibleforanylossordamagedirectlyorindirectlyresultingfromorcausedbytheproper,improperornegligentinstallation,operations,use,repairormaintenanceof,orinterferingwithanyprotectivedevicebyacustomeroranyotherperson.6.56.040.2CustomerResponsibilityThecustomerhastheresponsibilityofpreventingthepollutionorcontaminationoftheprivateand/orpublicpotablewatersystemduetocross-connectionorbackflowconditions.Thecustomer’sresponsibilitybeginsatthepointofserviceconnection,includingtheprivatelyownedportionofhis/herdistributionsystem.Thecustomershallberequiredtofurnishandinstall,inamannerapprovedbytheDistrict,andkeepingoodworkingorderandsafecondition,anyandallbackflowpreventionassemblies.Allbackflowpreventionassembliesshallbeownedandmaintainedbythepropertyowner.Wateruserand/orpropertyshallberesponsibleforallcostsassociatedwiththeinstallation,operationandmaintenanceoftherequiredbackflowpreventionassembly,includingbutnotlimitedtonecessaryplumbingupgrades,vaults,pumps,andheatingfacilities.6.56.050BackflowAssemblyRequirements 6.56.050.1GeneralInstallationRequirementsBackflowpreventionassembliesarerequiredtobeinstalledonallwaterserviceconnectionsdeterminedbytheDistrict’sSeniorWaterQualityTechnician/Inspector,ordesignatedCross-ConnectionControlProgramInspector,topresentanactualorpotentialbackflowofacontaminantorpollutantintothedistributionsystem.ThebackflowpreventionassemblyshallbeinstalledaccordingtotheDistrictstandardsasaconditionofnewwaterserviceconnectionsandcontinuedwaterservice.BackflowpreventionassembliesinstalledonnewwaterserviceconnectionsmustbeanapproveddeviceandinstalledaccordingtoDistrictStandards.Theinstallationofbackflowpreventionassembliesonexistingserviceconnectionretrofits,orwhereexistingconstructionpreventsinstallationsaccordingtoDistrictStandardsmustbeapprovedbytheDistrict’sCross-ConnectionControlInspectorandwillbehandledonacasebycasebasis.6.56.050.2ApprovedAssembliesBackflowpreventionassembliestobeinstalledasserviceprotectionshallbelistedonthemostcurrenteditionoftheUSC-FCCCHR,UniversityofSouthernCaliforniaListofApprovedBackflowPreventionAssemblies.AcurrentlistofUSC-FCCCHRapprovedassembliesshallbemadeavailablebytheDistrictuponrequest.Backflowpreventionassembliesmustbeinstalledasapproved,acompleteunit,andinthecorrectalignmentinordertobeconsideredaUSC-FCCCHRapprovedassembly.6.56.050.3InstallationLocationRequirementsTheinstallationlocationforallbackflowpreventionassembliesintendedtoprovideTDPUDwaterserviceprotectionmustbeapprovedbytheDistrictCross-ConnectionControlProgramInspectororWaterSystemEngineer.BackflowpreventionassembliesinstalledtoprovideprotectiontoawaterutilityconnectionservedbytheDistrictshallbeinstalledatthepointofconnection,immediatelydownstreamofthemeterandaccordingtothemostcurrenteditionoftheUSCManualofCross-ConnectionControl,unlessotherwiseapprovedbytheDistrictduetospecialcircumstances.DoubleCheckValveAssemblies(DC)—shallbeinstalledinavault,immediatelydownstreamofthemeter,orintheclosestreasonablelocationasapprovedbytheDistrictReducedPressurePrincipleAssemblies(RP)—shallbeinstalledaminimumof12”abovegrade,inaheatedenclosureimmediatelydownstreamofthemeter,orintheclosestreasonablelocationasapprovedbytheDistrictTheDistrictmayallow,atitssolediscretion,specialcircumstancesthatwillpermittheinstallationofabackflowpreventionassemblyinalocationotherthanimmediatelydownstreamofthepointofconnection(meter).Thesespecialcircumstancesshallincludebutarenotlimitedto:.Limitedspaceduetopre-existingobstructionsorrightofways.Unabletoprovideheatedenclosuresorfreezeprotection .Theinstallationlocationprovidessufficientspaceanddrainagefortheoperation,testingandmaintenanceoftheassembly.Sufficientdemonstrationthattherearenoadditionaltapsorservicelateralsfromthepointofconnectiontothefirstbackflowassembly.Districtaccesstotheinstallationlocationuponrequestforthepurposesofinspectionand/orassemblytesting.TheDistrictreservestherighttorevokethespecialcircumstancesduetorealorperceivedchangesintheprivatewatersystemandrequirethewatercustomertoinstalltheappropriatebackflowpreventionassemblyatthepointofconnection,immediatelydownstreamofthemeteratthecostofthecustomerorpropertyowner.6.56.060TestingandMaintenance6.56.060.1BackflowPreventionAssemblyTestingAllbackflowpreventionassembliesshallbetestedinaccordancewiththeDistrictCodebyatechnicianwithavalidbackflowpreventionassemblytestercertificationfromtheAmericanWaterWorksAssociation(AWWA)attheexpenseofthewaterserviceaccountholderorpropertyowner.Followingthetestingofeachbackflowpreventionassembly,thewaterserviceaccountholderorpropertyownershallsubmitacompletedtestreporttotheDistrict’sCross-ConnectionControlProgramlnspector,inaccordancewiththeDistrict’sBackflowPreventionAssemblyTestInstructions,priortothetestingdeadline.AlistofapprovedbackflowpreventionassemblytestersregisteredwiththeDistrictshallbemadeavailableontheDistrictwebsite.Backflowpreventionassemblytestsarerequired:1.Uponinstallationofanewdevice2.Followingtherepair,replacementorrelocationofadevice3.Annually(Districtwillnotifypropertyowneroftestingdeadline)4.UpontherequestoftheDistrict’sCross-ConnectionControlPrograminspector,basedonpreviousassemblytestfailures,realorperceivedchangesinconditionsonproperty,orresultofsitesurvey(Districtwilldelivertopropertyownerorwatercustomerawrittenrequestforupdatedtest).Completionofbackflowassemblytestsandsubmittingthetestingreportisaconditionofnewwaterserviceapprovaland/orthecontinuationofexistingwaterservice.6.56.060.2InitialTestEachbackflowpreventionassemblyshallbetestedbyanapprovedtesteruponinstallation.ThesuccessfultestresultsshallbesubmittedtotheDistrictCross-ConnectionControlProgramInspectorwithin10daysofthetestcompletion.Ifthebackflowpreventionassemblydoesnotpasstheinitialtest,itisthepropertyowner’sresponsibilitytohavethenecessaryrepairsmadeandassemblyre-tested.FailuretosubmitasuccessfultestreportshallresultintheterminationofwaterserviceasoutlinedintheDistrictCode6.56.080..NewService:EachbackflowpreventionassemblyinstalledforprotectionofanewTDPUDwaterserviceshallbetestedbyanapprovedtester,attheexpenseofthepropertyownerorwatercustomer,uponinstallationandpriortofinalapprovalofthe
