Consideration of Resolution Accepting Completion and Authorizing
the Filing of a Notice of Completion for Headquarters Building
Controls Replacement Project
CONSENT
1. WHY THIS MATTER IS BEFORE THE BOARD
The District Building Controls Replacement project is complete. A resolution accepting
the project requires Board approval.
2. HISTORY
District staff is continually looking for opportunities for operational cost savings within
the building. In 2009 the District made the transition from propane to natural gas for
heating. In 2012, the District replaced the original building heating boilers with new
high efficiency condensing boilers. The fan coil controls had been identified in the
TDPUD Building Energy Use Assessment and Improvement Study as an area that
was outdated and in need of replacement.
This project included the removal of all exiting controls on each fan coil and installing
new controls that can be controlled remotely.
The Board awarded the project to Quality Concepts Solutions (QCS) of Sparks,
Nevada at the July 17, 2013 Board meeting. The contract was for the amount of
$89,950 plus a 10% change order authorization for a total amount not to exceed
$98,945.
3. NEW INFORMATION
The Building Controls Replacement Project is now complete.
There were two change orders:
1) Time extension;
2) Chemical treatment of the boiler water heating system.
The cost of the change orders was $850; the total cost of the Building Controls
Replacement Project is $90,800.

Total budgeted amount including change order allowance was $98,945; the project
came in under budget.
This project also adds to the overall efficiency of the District's heating boilers and with
more consistent heating and cooling within the building.
The resolution accepting the project as complete is included as Attachment 1.
4. FISCAL IMPACT
There are sufficient funds in Capital Reserve Fund for this project.
5. RECOMMENDATION
Adopt Resolution 2014-02 accepting the District Building Controls Replacement
project as complete and authorize the filing of a Notice of Completion.
