Discussion of the District Pipeline Replacement – 2014 Project
WORKSHOP
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is informational. The Water Department intends to construct the District
Pipeline Replacement - 2014 project during the summer of 2014.
2. HISTORY
The Water Department has an ongoing need to replace existing water pipelines that
fall into two basic categories.
1) Pipes that are in poor condition and require repeated repairs.
2) Pipes that are old, undersized (typically 4-inch diameter and smaller) and have
exceeded their useful life.
Historically, the District had undertaken an annual pipeline replacement project. In
2013, the pipeline replacement project involved replacement of about 2,300 feet of
pipe in the Tahoe Donner area.
In September 2013, a workshop Item was held with the Board to discuss the planned
District Pipeline Replacement - 2014 project.
3. NEW INFORMATION
The scope of District Pipeline Replacement - 2014 project has been finalized and
the documents are essentially complete. The District is awaiting issuance of an
Encroachment Permit from Caltrans before advertising for bids.
Figure 1 shows the planned replacement work. The work at Donner Lake (Johnson
Lane and Willow Street) is included as an additive alternate to allow flexibility in
matching the actual bid prices for the project to the available funds. Listed below are
the planned pipeline segments.
•Boca Street from Prosser Drive to Sierra Drive
•Sierra Drive from Prosser Drive to Martis Street
•State Route 89 north of West River Street
•Sanders Well yard piping
•Rainbow Drive from Snowshoe Circle to Whiskey Jack Court
•Whitetail Lane from Blue Jay Lane to Rainbow Drive

As discussed at the September 2013 workshop, it is necessary to establish a
temporary aboveground water system to serve customers while the new pipe is
installed for the work on Boca Street and Sierra Drive. A public meeting was held in
November 2013 to discuss the work on Boca Street and Sierra Drive. An invitation to
the meeting was mailed to all property owners and residents in the vicinity of the work.
Based upon this meeting, It was decided to install the temporary system through
backyards to avoid vehicular traffic conflicts and minimize the possibility of water
service disruption. A follow up letter was then mailed to property owners in December
2013, along with a right of entry agreement for their signature.
A second public meeting was held with residents along Johnson Lane in December
2013. The main purpose of this meeting was to discuss the need to relocate the point
of water service from the existing backyard pipe to a new pipe along Johnson Lane.
Implementation of a temporary aboveground piping system is also anticipated for
Lakeview Court. A public meeting with the residents is scheduled for February 2014.
The current project schedule is:
•Begin Advertising for Bids - February 2014
•Bid Opening - End of March 2014
•Bid Award - Beginning of April 2014
•Begin Construction - May 1, 2014
•Complete Construction - October 2014
In addition to the construction contract, the District will retain outside consultants to
perform geotechnical testing, surveying and environmental services during the
construction period.
4. FISCAL IMPACT
The Water Department has allocated $1,000,000 for the construction contract. The
planned funding source for this project is the Water Department Capital Replacement
Fund.
5. RECOMMENDATION
Receive this report and provide comment.
