WHY THIS MATTER IS BEFORE THE BOARD The California Water Code requires the all urban water suppliers to prepare an urban water management plan (UWMP) every five years. This workshop will review the draft UWMP and discuss scheduling of a public hearing. Formal board action is not required. 2. HISTORY The Urban Water Management Planning Act (California Water Code Section 10610) requires that all urban water suppliers prepare urban water management plans and update them every five years. The District is considered an urban water supplier since it serves more than 3,000 customers. Normally, an urban water supplier is required to update its plan at least once every five years on or before December 31, in years ending in five and zero. However, the December 31, 2010 deadline was extended until July 1, 2011 when the Water Conservation Act of 2009 (SB 7X-7) was enacted. SB 7X-7 imposed additional requirements regarding the 2010 UWMP. 3. NEW INFORMATION Attached is a copy of the draft 2010 UWMP. This document is essentially an update of the 2005 UWMP and includes information such as: • Updated population data based on the current Town of Truckee General Plan • Updated water system facility information • Updated historic water demand information • Updated projections of buildout water demand based on the current Town of Truckee General Plan • Updated description of future water supply facilities • Updated information regarding current demand management measures (DMMs) Significant new requirements for the 2010 UWMP are: • Urban water suppliers must provide notice to local cities and counties • Inclusion of water use projections for lower income housing • Eligibility for grants and loans is conditioned on implementation of (DMMs) • Final UWMP must be filed with California State Library • Inclusion of baseline water use and water use reduction targets per SIB 7X-7 The planned schedule for adoption of the UWMP is: • April 6, 2011 -Review of draft UWMP (tonight) • May 4, 2011 -Public Hearing on UWMP • June 1, 2011 - Adoption of UWMP • June 15, 2011 - Submittal of UWMP of Department of Water Resources 4. FISCAL IMPACT There is no fiscal impact associated with this item. 5. RECOMMENDATION 1) Provide comment on the draft UWMP 2) Schedule the public hearing for May 4, 2011 Michael D.
