Subject: Consideration of the Award of a Contract for the SCADA Conduit
and Vault Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District has been installing communication conduit with underground electric
system extensions since approximately 2000. There are some gaps in this
communication conduit system which prevent its use by the District. This project will
complete the few remaining conduit connections and box installations required to
make the conduit system continuous from the District office to Truckee Substation,
Martis Valley Substation, 6170 Tank, and Glenshire Drive Well areas. Subsequent to
project completion, the District plans to use this conduit system to improve
communication reliability to these electric and water facilities.
The bid period began on February 28, and ended on March 28, 2011.
3. NEW INFORMATION
The bid opening was held at 2:OOPM on March 28 and six bids were received. A
summary of the bids is shown below:

The apparent low bidder, Heavy Equipment, failed to include the Non -Collusion
Affidavit and hence their bid is non -responsive to District contract requirements. The
remaining bids are in excess of the District's construction cost estimate for this project.
4. FISCAL IMPACT
Sufficent monies exist within the approved FY 2011 Electric and Water capital budgets
for this project, funded by rates.
5. RECOMMENDATION
1) Reject all bids as not being in the best interests of the District.
2) Direct staff to re -bid this project.
