HomeMy WebLinkAboutRES 2011-14 - Board TRUCKEE DONNER i • Resolution No. 2011 - 14 DEFINING THE DISTRICT'S PREFERRED 2011 SPHERE OF INFLUENCE TO PROVIDE ELECTRIC AND WATER SERVICE RESOLVED, by the Board of Directors of the Truckee Donner Public Utility District, that WHEREAS the current Electric Sphere of Influence of the District includes approximately 120.2 square miles; and WHEREAS the Board desires to modify the District's current Electric Sphere of Influence regarding the service of electric utilities to include approximately 140.7 square miles; and WHEREAS some areas outside the District's existing Sphere of Influence are proposed to be included within the Preferred 2011 Sphere of Influence, some areas are to be excluded; and WHEREAS the current Water Sphere of Influence of the District includes approximately 120.2 square miles; and • WHEREAS the Board desires to reaffirm the District's current Water Sphere of Influence regarding the service of water utilities; and WHEREAS, the current Water Department Sphere of Influence as described in the 2005 Eastern County Water Services Municipal Service Review remains unchanged; and WHEREAS, the reasons for the Preferred 2011 Sphere of Influence are as follows: 1)The addition of 3 square miles which encompasses the Northstar area, called the Northstar Load. The Northstar load resembles the District's current load profile and could eventually be served by the District's ultimate service area. This area is also adjacent to some of the District's distribution facilities and to the District's current SOI boundary. With the close proximity to the District office, the District would be able to respond in a more efficient manner than the area is currently being served. 2)The addition of 25.5 square miles which includes Hobart Mills(Hobart Mills Load), Russell Valley(Russell Valley Load)and up to the Stampede Reservoir Generation. The District is currently under contract with the Western Area Power Agency(WAPA)for the hydroelectric generation located at the Stampede Reservoir Dam. This load is fed through the Russell Valley. There have been recent proposals to build renewable generation in the Hobart Mills area. This future renewable generation could enhance the District's renewable portfolio. • 3) The removal of 8 square miles to the east of the Glenshire subdivision and Hirschdale. This area east of Glenshire/Hirschdale is very rugged terrain and the District has no plans to serve this area in the future. Resolution 2011-14 • NOW THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF TRUCKEE DONNER PUBLIC UTILITY DISTRICT that: The Truckee Donner Public Utility District Preferred 2011 Electric Sphere of Influence includes changes from the existing 2002 Electric Sphere of Influence, to approximately 140.7 square miles, as shown in Figure I. The Truckee Donner Public Utility District Preferred 2011 Water Sphere of Influence will remain unchanged, to include approximately 120.2 square miles, from the existing 2002 Sphere of Influence as shown in Figure II.
