DOININER Public bI � District Memorandum To: Board of Directors From: Neil Kaufman Date: October 27, 2006 Subject: Construction of the District Pipeline Replacement—2007 Project 1. Why this matter is before the board: The Water Department has prepared a set of Bid Documents for construction of the District Pipeline Replacement—2007—Contract A Project. Approval from the Board of Directors is necessary for two issues related to this project; 1) Approval of the plans and specifications for the project 2) Authorization to advertise for Bids 2. History: In the Spring of 2006, the District advertised and received for Bids for two construction projects: District Pipeline Replacement — 2006 — Contract A and District Pipeline Replacement — 2006 — Contract B. The District Pipeline Replacement — 2006 — Contract A involved construction of just under 10,000 feet of pipeline on Chalet Road, Chateau Way, Cristallina Way, Edelweiss Place and Swiss Lane. The District Pipeline Replacement — 2006 — Contract B involved construction of about 7,600 feet of pipeline on Bennett Flat Road, Lausanne Way and Mougle Lane. A CEQA Mitigated Negative Declaration covering the 2006 Contract A work was filed with Nevada County on April 14, 2006. The 2006 Contract B work was categorically exempt from C EQA. After the Bid Opening, the Contract B project was awarded to Longo Incorporated. The Contract A project was not awarded considering that the bids received were higher than expected and the Water Department did not have sufficient funds to build both projects. During 2006, the Water Department has made presentations to the Board regarding the need for additional pipeline replacement work. In the fall of 2006, the District issued Certificates of Participation totaling about $28.5 million. About $ 11.3 million is intended for pipeline replacement work over the next few years. 1 3. New information: As discussed at the October 18, 2006 Board meeting, the pipelines included in the District Pipeline Replacement — 2006 — Contract A are still in poor condition and in need of replacement. A new set of contract documents was been prepared entitled District Pipeline Replacement— 2007— Contract A project. This is essentially the 2006 project with a new name. The plans and specifications are complete and ready to be advertised. The current project schedule is given below: November 1, 2006—Board Authorization to Begin Advertising for Bids December 13, 2006—Bid Opening December 20, 2006—Award of Contract May 2007—Begin Construction The Water Department is currently working on preparing the Contract Documents for a planned District Pipeline Replacement—2007— Contract B project. This contract should be ready for advertising at the beginning of December. It is expected that all of the Contract B work will be categorically exempt from CEQA. 4. Recommendation: I recommend that the Board: 1) Approve of the plans and specifications for the District Pipeline Replacement — 2007—Contract A project. 2) Authorize staff to begin advertising for Bids with a Bid Opening Date of December 13, 2006.
