HomeMy WebLinkAboutORD 2022-01 - BoardDocuSign Envelope ID: AOCC1D07-1E31-4FCD-A29B-93A7C9CO27DA Ordinance No. 2022 - 01 Amending Water Utility Connection Fees and Water Meter Box Upgrade Fees WHEREAS the District's current Connection Fee schedule was established on October 3, 2012; and WHEREAS the District's current Water Meter Box Upgrade Fee schedule was established on May 21, 2014; and WHEREAS, the District has been experiencing increased costs for labor, fuel, materials and other items since that time; and WHEREAS on April 6, 2022, a public hearing was held to receive public comments on the proposed Water Connection Fee and Water Meter Box Upgrade Fee increases; NOW, THEREFORE, BE IT ORDAINED that the Board of Directors of the Truckee Donner Public Utility District does hereby enact the following: 1. Connection fees are charged to reimburse the District for the actual administrative, material and labor costs of connecting to the water system (excluding the service lateral). 2. Connection fees shall be charged according to the following schedule: METER SIZE (inches) CONNECTION FEE 5/8 x 3/4 $1, 800 3/4 $1,860 1 $2,000 1-1/2 Actual cost 2 Actual cost 3 Actual cost 4 Actual cost 6 Actual cost 3. Water Meter Box Upgrade Fees are charged to reimburse the District for the actual material and labor costs of upgrading a water meter box to accommodate residential fire sprinkler flow requirements. Water Meter Box Upgrade Fees shall be charged according to the following schedule: Water Meter Box Upgrade Fee for box not previously upgraded $880 Water Meter Box Upgrade Fee for box previously upgraded $220 5. Commencing on January 1, 2023, Connection Fees and Water Meter Box Upgrade Fees shall be adjusted annually at the beginning of each fiscal year to reflect the impact of inflation. Such adjustments shall be based upon the December value of the Engineering News -Record 20-City Construction Cost Index (ENRCCI). The ENRCCI value for December 2021 shall be used as the baseline for the Connection Fees and Meter Box Upgrade Fees that are identified herein. The change in ENRCCI from December 2021 to December 2022 shall be used to calculate the fees that become effective January 1, 2023. Successive years shall utilize a similar calculation. 6. If no protest is made pursuant to Public Utilities Code Section 16078, then this ordinance shall be effective on May 7, 2022, after adoption by the Board of Directors of the District. 7. The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper of general circulation and posted in within the District. 8. The provisions of other Ordinances shall remain in effect to the extent that they do not conflict with this ordinance.
