Subject: Consideration of an Extension of the Contract with Castrovilla Inc.
for the 2011 Commercial Refrigeration Retrofit Program
1. WHY THIS MATTER IS BEFORE THE BOARD
The item before the Board is a proposed contract extension for the Commercial
Refrigeration Retrofit Program that is greater than $15,000 and requires Board
approval.
2. HISTORY
The Board began the Commercial Refrigeration Retrofit 'Keep Your Cool' Program in
2009. The Keep Your Cool program targets refrigeration efficiency in supermarkets,
convenience stores, and restaurants. This specialized service involved the direct -
install of commercial refrigeration measures by a qualified contractor. The contractor
also takes care of the administrative components of the program including marketing,
scheduling, installation, and paperwork. The Keep Your Cool program was very
successful in 2009 and 2010 as measured by our Evaluation, Measurement, and
Verification (EM&V) study, the performance of the contractor, and by the positive
response from our commercial customers.
In August, 2010, the District issued an RFP for and expanded 2010 Commercial
Refrigeration Retrofit Program. A contract was awarded by the Board in September,
2010 to Castrovilla, Inc. (formerly Humitech) who was the District's contractor in 2009.
The contract for the 2010 Commercial Refrigeration Retrofit Program was for an
amount not to exceed $60,000 with a 10% change order authorization and an option
to extend for one-year based on mutual agreement.
3. NEW INFORMATION
The scope of work for the 2011 Commercial Refrigeration Retrofit Program remains
the continuation of the measures offered in the 2009 Keep Your Cool Program (door
gaskets, strip curtains, auto closures) plus the additional of four measures from
2010(programmable electronically commutated EC motors, evaporator fan controllers,
anti sweat heater controls, and vending machine controllers). All measures were
chosen due to their cost-effectiveness and applicability to our customer base. The
program continues to be designed to optimize the installation of the measures based
on customer need and maximum return on investment for the District.
Castrovilla, Inc has performed well since the inception of the Commercial Refrigeration
Retrofit Program. They do professional, high quality installations and work well with
our customers. In the rare instances that there have been problems, Castrovilla has
responded quickly and stood behind their work. Castrovilla, Inc. was the clear winner
of the recent competitive process in 2010 and remain the best choice for the 2011
Commercial Refrigeration Retrofit Program. Given the continued customer interest
and expanded program offerings, staff expects demand for this program to continue in
2011 and beyond and is recommending that we extend the 2010 contract for one year
to cover 2011.
4. FISCAL IMPACT
The contract extension for the 2011 Commercial Refrigeration Retrofit Program is for
an amount not to exceed $60,000 with a 10% change order authorization for an
amount not to exceed $66,000 in FY11. Sufficient funds exist within the FY11
Conservation Department Budget for this program.
5. RECOMMENDATION
Extend the current contract with Castrovilla, Inc. for the Commercial Refrigeration
Retrofit Program for a period of one year for an additional amount of $60,000 with a
10% change order authorization for an amount not to exceed $66,000 in FY11.
