WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY As discussed at the May 4, 2011 Board meeting, the District does not have sufficient network infrastructure in place to support modern communication technologies between our office and remote electric and water facilities. We also lack the infrastructure to support users across mission -critical applications including business, GIS and SCADA systems which currently operate as separate networks within the District. The proposed upgrade to our network equipment includes core switches, routers and firewall appliances to form a new backbone which will integrate District systems for increased efficiency, security, and high reliability. We also proposed using standard and flexible network architecture from a single equipment vendor to reduce costs, increase reliability and ensure easy migration as our data management needs change. 3. NEW INFORMATION The State of California has competitively bid equipment from Cisco and other vendors as part of the California Multiple Award Schedule (CMAS) and Western States Contracting Alliance (WSCA) programs. Local governments, including the District, are eligible to take advantage of State bids through CMAS and WSCA. The computer networking equipment bid from Cisco, which includes items required to upgrade our network, is included on Attachment 1. We have also obtained a bid for ancillary equipment necessary for a complete installation of the Electric and Water SCADA and GIS systems with the Cisco network equipment. These items include cabinets, racks, and cable trays. The ancillary equipment bid is included on Attachment 2. FISCAL IMPACT Sufficient funds exist within the approved FY11 District capital budgets for this project. Project benefits will accrue not only to the Electric and Water departments, but to the entire District. RECOMMENDATION 1. Authorize a purchase order to Net Experts, Inc. for the equipment listed on Attachment 1 totaling $227,011.66, plus a 10 percent change order allowance of $27,000 for an amount not to exceed $254,011.66 plus tax. 2. Authorize a purchase order to Transource Computers for the equipment listed on Attachment 2 totaling $37,032.33, plus a 10 percent change order allowance of $3,700 for an amount not to exceed $40,732.33 plus tax. 3. Authorize the transfer of $25,522 from the Electric Capital Replacement fund to the Electric General Fund for the purchase of this equipment. 4.
