WHY THIS MATTER IS BEFORE THE BOARD The item before the Board is a proposed contract extension for the Water Efficient Toilet Exchange Program that is greater than $15,000 and requires Board approval. 2. HISTORY This District has been expanding our water conservation programs to coincide with the Water Meter Project. One established area for water conservation is conversion to water efficient toilets. The District launched the Water Efficient Toilet Exchange Program in late 2010 with an award of a contract to Western Nevada Supply. This program provides a free exchange (up to three toilets per household) of older, inefficient toilets for new, 1.6 gallon per flush (gpf) or less toilets. The program includes both a Saturday exchange at the District along with a continuous exchange throughout the year at Western Nevada Supply's store -front. The scope of work included exchanging up to 200 toilets over a period starting November 1, 2010 and ending October 31st, 2011. 3. NEW INFORMATION The Water Efficient Toilet Exchange Program has been very well received by our customers and Western Nevada Supply has performed well. The original 1-year contract for approximately 200 toilets has been completed in less than 8-months and customer demand shows no sign of letting up. This program is efficient for Conservation Department staff to administer and a cost-effective water conservation program. Feedback from Western Nevada Supply and many local plumbers has also been positive about the increased business that the District's program has created. The original contract with Western Nevada Supply included the option to extend, upon mutual consent, at the existing contract terms and conditions for a one-year period. District staff is recommending this option given the start-up costs of implementing the exchange, Western Nevada Supply performance to date, and the strong customer acceptance of the exchange program. 4. FISCAL IMPACT The contract extension for the Water Efficient Toilet Exchange Program is for one- year and an amount not to exceed $22,500 plus tax and a 10% change order authorization. The current contract was for $24,750 plus tax so the contract extension would be for an amount not to exceed $49,500 plus tax. Sufficient funds exist within the FY11 Conservation Department budgets for this program. S. RECOMMENDATION Extend the contract with Western Nevada Supply for the Water Efficient Toilet Exchange Program for one-year for an additional amount not to exceed $22,500 plus tax with a 10% change order authorization for a new total amount not to exceed $49,500 plus tax.
