Subject: Consideration of Approval of the Terms and Conditions of
Employment of Unrepresented Employees
1. WHY THIS MATTER IS BEFORE THE BOARD
The terms and conditions of employment for District employees must be approved by
the Board.
2. HISTORY
After being appointed as the District's negotiator by the Board, the General Manager
meets and negotiates the terms and conditions of employment for all District
employees. The employees that are represented by the union recently negotiated a
four-year extension of their current contract. This action was approved by the Board
on June 7, 2011.
The terms and conditions for the unrepresented employees will expire at the end of
this year.
3. NEW INFORMATION
Terms parallel to the union agreement are being proposed for the Unrepresented
District employees.
The terms are:
Effective 1/1/12 - 1.65% reduction in employee contribution rate to CalPERS (directly
related to the refinancing of the side -fund).
2012 - No general wage increase
2013 - COLA based on October 2012 CPI-W
2014 - COLA based on October 2013 CPI-W
2015 - COLA based on October 2014 CPI-W
4. FISCAL IMPACT
This package is consistant with the parameters set by the Board. The 1.65% reduction
in the unrepresented employees' CalPERS contribution rate equates to $46,103.
Fiscal impact for the COLA increases will be included in future budgets.
5. RECOMMENDATION
Authorize the 1.65% reduction to the unrepresented employees' CalPERS rate in
2012, and the General Manager to set the future COLA amounts in the years
2013-2015 in amounts not to exceed CPI-W.
