WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY Within the greater Truckee region there is a growing level of interest in Plug -In Electric Vehicles (PEV) and associated support infrastructure. At the March 2015 Board meeting staff presented a pilot PEV public access charging station project. This pilot project will provide operational and financial experience needed to evaluate the impact of PEVs on our electric utility. The pilot installation(s) will be at one or two locations in the District's service territory. Each installation will have two Level-2 chargers. The District will also purchase spare equipment to ensure utility -grade reliability of these projects. This pilot project will dovetail with an anticipated application to the California Energy Commission for the upcoming PEV Public Access Charging Infrastructure grant. The full scope of the grant application has yet to be developed, but would leverage this summer's pilot installation and propose to expand to include 480 VDC (Fast Chargers). 3. NEW INFORMATION The District issued a Request for Proposal (RFP) for the Plug -In Electric Vehicle Servicing Equipment (EVSE) on June 16th and proposals were due on July 6. The RFP was advertised in the Sierra Sun and e-mailed to known vendors. The RFP requested proposals for four Level-2 EVSE network payment enabled chargers along with installation, commissioning and on -going back office payment and operation (monitoring and diagnostic) services. Proposals were received from three organizations: El Camino Electrical Services/ChargePoint; EV Connect, Inc.; and Greenlots. A committee reviewed the proposals and scored them based on the proposal clarity, experience, technical requirements, references and costs. The total possible score was 100 points. FISCAL IMPACT As this is a pilot project, future revenue, net of transaction fees, are to be determined. Sufficient funds exist within the approved FY15 electric budget for this project and will be funded from the electric general fund. 5. RECOMMENDATION Authorize the General Manager to enter into a contract with Greenlots for public access Electric Vehicle Charging Equipment for an amount of $38,893 plus a 10% change order allowance for an amount not to exceed $42,783 plus tax and shipping.
