Subject: Review and Adopt Title 9 of District Code, Plugdn Electric Vehicle
Charging
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is before the Board as District Code changes and/or additions require Board
approval.
2. HISTORY
The District has been involved with the emergency of Plug -In Electric Vehicles (PEV's)
for almost a decade. This includes the installation and operation of a charging station
behind the District Office at Meadow Park using a California Energy Commission
grant, the addition of a PEV Toyota Rav 4 to the District's fleet, and the recent
presentation to the Board of a PEV public access charging project. In addition, our
community is witnessing a dramatic increase of PEV's from both our local residents
and visitors.
3. NEW INFORMATION
In response to the increase in PEV's in our community and the District's plans to install
PEV public access charging stations, it is now appropriate to include Plug -In Electric
Vehicle Charging into District Code. This new draft section, Title 9 Plug -In Electric
Vehicle Charging, addresses both Customer -Owned Plug -In Electric Vehicle Charging
and District -Owned Plug -In Electric Vehicle Public Access Charging and creates the
governance for establishing PEV charging rates and policies. The proposed new draft
Title 9 of District Code is Attachment 1.
4, FISCAL IMPACT
There is no direct fiscal impact with adding Title 9 Plug -In Electric Vehicle Charging to
District Code. Future District expenditures on PEV public access charging stations will
be funded by a combination of District rates, grants, and end -user fees.
5. RECOMMENDATION
Adopt Title 9 of District Code Plug -In Electric Vehicle Charging.
